You will serve as a Human Resource Specialist (Employee & Labor Relations) in the Human Resource Office, MARINE CORPS AIR STATION YUMA.
Duties
You will be responsible for developing and recommending policies on management-employee and labor relations issues and implementing actions concerning employee-management communications, grievances and appeals.
You will be responsible providing overall advice and assistance on management employee relations, discipline, adverse actions, grievances, performance management, employee counseling and related management relation matters.
You will provide guidance on employee recognition and awards programs, provide guidance on workplace flexibilities, to include work schedules and telework.
You will explain rules and procedures to employees and managers to help them understand their rights and obligations, while maintaining and engaging objectivity in situations that may be charged with emotion or involve erroneous assumptions.
You will provide labor-relations support to assigned organizations.
You will interface with the local union as necessary to assist management in the partnership process.
You will perform special projects as tasked by the Human Resource Director (HRD), who outlines perceived problems and desired goals or end state.
Requirements

Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with providing advice on employee-management relations, discipline, adverse actions, grievances and management-employee relations matters.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing advice and assistance on employee-management relations, discipline, adverse actions, grievances and management-employee relations matters and developing and recommending policies on management-employee and labor relations issues.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
