This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the Missile Defense Agency.
Duties
As a LOGISTICS MANAGEMENT SPECIALIST at the NH-0346-3 level, some of your typical work assignments may include:
Directs, develops, and performs multi-functional logistics management operations that include planning, coordinating, and evaluating the logistics actions required to support the Missile Defense Agency's (MDA) goals and mission.
Logistics includes: (1) advising the Foreign Military Sales (FMS) organizations within the MDA on matters related to developing the Total Package Approach to Letters of Offer and Acceptance (LOAs) for current and future FMS Cases. (2) Identifying the specific requirements for funding, manpower, materiel, facilities, and services required to support the FMS Program Manager's cost, schedule and performance objectives, (3) correlating objectives with Program plans to assure that the required logistics support is provided at the right time.
Completion of logistic work requires (1) ability to coordinate and evaluate logistics support in consideration of the twelve Integrated Production Support (IPS) Elements (maintenance planning, manpower, and personnel, supply support, support equipment, technical data, training and training support, computer resources support, facilities, packaging, handling, storage and transportation and design influence/interface) in accordance with Department of Defense (DoD) and FMS policies. (2) Manage and assign logistics duties to the FMS logistics team to support spares provisioning, contractors logistic support planning, supply support, transportation, new equipment training, material fielding and post-delivery sustainment functions executed under FMS Cases.
Analyzes FMS partner requirements, LOAs, FMS policy, funding, system technical details, support agreements, contracts and other information to identify, develop and recommend courses of action to resolve logistical challenges associated with the execution of Total Package Approach support to FMS programs. Initiates appropriate corrective action; assures procedures are implemented. Coordinates logistical actions with multiple USG, contractor and foreign stakeholder organizations. Evaluates and/or conducts staff studies on the assigned program area to determine trends, problem, and corrective action.
Coordinates with Military Departments (MILDEPs) and International Logistics Control Offices (ILCOs) to facilitate the execution of MDA FMS programs.
Develops and conducts briefings to MDA and Leadership on FMS cases and case logistical execution.

Qualifications
You may qualify at the NH-03 level if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service with at least 3 out of the 5 as listed below:
Experience applying Foreign Military Sales (FMS) policies, procedures, and regulations and FMS case logistical and transportation execution in support of system fielding and sustainment.
Experience applying Program Management, Acquisition Logistics, Material Management, Supply, Engineering, Procurement and Production and Product Assurance as it relates to FMS).
Experience researching, planning, coordinating, and briefing logistics actions in support of leadership's goals and vision as it applies to FMS programs.
Experience identifying and applying the concepts, policies, and practices of logistics management as they apply to new and in-service systems during all acquisition phases of the life cycle.
Experience developing and implementing training plans, transportation plans, and fielding activities for FMS cases.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
