As a Management Analyst/Program Analyst, you will serve as a Senior Management/Program Analyst to top Regional Management and will be responsible for providing expert analysis on a variety of subject matter for initiating and/or leading projects involving the evaluation of regional programs/operations.
Location of position: Public Buildings Service (PBS), Office of Design and Construction, Washington DC.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Monitor and evaluate assigned regional programs and initiatives. Develop recommendations for regional activities, operating policies and/or procedures.
Plan and/or direct complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions, and recommending appropriate action.
Conduct complex analytical studies that are of special interest to specific functional activities or programs, and participates controversial, and highly sensitive aspects of the program. Review, evaluate, and monitor the progress of regional program areas in accomplishing study proceeds.
Prepare and/or conduct briefings for higher level management to explain the specific analysis of subject matter; provide recommendations or action plans and provide guidance and/or direction for implementation. Make recommendations for the development or modification of program objectives and resource utilization to establish goals, and to improve the performance of operating programs.

The GS-13 salary range starts at $117,962 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience analyzing and measuring the effectiveness, efficiency, and productivity of administrative, technical, or operational programs; conducting studies, analyzing findings, and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives, and using quantitative and qualitative data to determine if success has been met.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
