The primary purpose of this position PROGRAM MANAGEMENT SPECIALIST, GS-0301-11, is to serve as a Program Management Specialist for the organization, managing the Quality Deficiency Reporting and Investigating and the organization's reporting system.

Duties

Serve as Manager for the organization's agencies and systems. Work with supervisors to determine system/cause/defect codes specific to certain workloads, establish local procedures for processing forms. Advise Group managers of adverse trends, problem areas, and deficient processes. Interpret, evaluate, determine adequacy, recommend revisions to, and assure compliance with higher-level policies, procedures, and directives. Conduct or participate in conferences and meetings to evaluate and establish policy and procedures and to resolve complex problems. Develop/prepare/present special studies, reports, and formal briefings and presentations on initiatives, procedures, processes, requirements, and/or analysis and make recommendations to Group civilian and military managers, and higher-level representatives. Serve as Alternate manager for the organization's assurance program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in knowledge of commodity depot maintenance and modification programs, policy, procedures, directives, operating instructions, technical data and industrial processes for aircraft systems and products; and skill in using tact, diplomacy, and resourcefulness to establish and maintain effective interpersonal relationships with group managers and supervisors to resolve problems, negotiate corrective actions, and obtain solutions to various conflicts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, may be used to qualify applicants for the GS-11 level. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commodity depot maintenance and modifications programs, policy, procedures, directives, operating instructions, technical data, and industrial processes. Knowledge of computers, computer systems/software, databases, and statistical techniques. Knowledge of industrial work processes to include aircraft system/component production, repair, overhaul, and modification. Skill in planning, implementing, evaluating, and analyzing customer support. Ability to communicate orally and in writing to provide managers, supervisors, and employees program status, requirements, and evaluation/analysis results. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
