This position is located at the National Cemetery Administration in Washington, District of Columbia.
Duties
Plans, directs, coordinates, and supervises the integration of all phases of the budgetary process. Responsible for NCA's entire budget, which consists of a mix of different funding sources: appropriations and trust funds; one-year, five-year, and no-year accounts; construction, operating, grant, and benefit appropriations; and mandatory and discretionary accounts.
Oversees the design, development, and implementation of NCA budgetary policies, programs, and systems to support VA financial management directives. Consults, coordinates, and collaborates with key financial and functional representatives within NCA and VA on plans, proposals and approved programs to facilitate implementation of planning and/or approved concepts and programs consistent with operating needs.
Oversees NCA capital asset investment budget and operating plan. This includes construction and maintenance repair projects at 155 national cemeteries nationwide; grants to state and tribal governments to construct, expand, or improve state and tribal cemeteries; enhance use projects; and equipment for NCA.
Monitors performance of capital assets and adherence to Departmental benchmarks. Oversees the development of a comprehensive portfolio system, which includes the collection, recordation, and accuracy of NCA capital asset data. Develops strategies and plans to minimize risk and maximize the cost effectiveness and performance of NCA's assets. Develops and implements a life-cycle management approach for capital investment analysis and decision making.
The incumbent oversees the overall planning and implementation of all policies in the Budget Service. Supervises a staff of approximately 12 employees, consisting of two GS- 14 supervisory budget analysts, four GS-14 budget analysts, five GS-13 budget analysts, and one GS-11 budget analyst.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 03/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Direct programming and budget formulation and development, as well as capital asset management activities, for programs nationwide; Recommend and implement budgetary policies related to budget formulation and capital investment within an organization; Develop and implement a life-cycle management approach for capital investment analysis and decision making; Develop and recommend strategies for presenting and defending budget requests, oversee the development of briefing books, statistical tools and tables, and information papers. Supervise a division.
