Duties

Serve as Product Management Specialist and work leader leading a group of workers for the Automatic Identification Technology (AIT) project, which is of primary importance to the Army's mission. Administer, monitor, lead workers, and reconcile documentation for contracts; reviewing and analyzing pertinent technical and project documentation; and advising Product Manager on contractual and administrative matters. As work leader, coordinate and manage taskings and funds from customers, and review work assignments for technical accuracy and completeness. Provide guidance to group members in the evaluation of and recommend appropriate actions based on technical information analysis and knowledge of appropriate hardware and software to meet requirements. Perform hands-on technical evaluations of hardware and software in support of AIT acquisition functions Review studies and supporting proposals. Integrate and implement, into the product, all requirements for Department of Defense (DoD) computer resource standards and policies for computer system and software development. Review and analyze project development progress and performance for system acquisition. Support large dollar contracts for AIT equipment life cycle. Assess contractor's technical and managerial performance; provide guidance to contractor point of contact; anticipate problems and propose solutions to Product Leader and Contracting Officer's Representative (COR). Perform site surveys, conduct market research, investigate new technologies, monitor prototype evaluations, and determine application specific objectives with regards to AIT. Review programming documents received from higher headquarters and major commands to determine effect on assigned programs. Interact with Major Commands (MACOMs), Army Materiel Command (AMC), Department of the Army (DA), and Department of Defense (DoD) activities supporting the system for proper balance consistent with the requirements and available resources. Oversee the work of group members.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret (Tier 3) security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Financial Disclosure Statement, OGE Form 450, is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
