Duties

***Like all positions within the OIG, this position is eligible for a combination of telework and in-person work.  The in-person component requires working at least three days a week at the OIG office in Rockville, Maryland, which is located within the NRC Headquarters building (free garage parking).  There is flexibility as to which in-person days are chosen. ***

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Quality Rankin Factor: (Failure to meet this rating factor will result in the removal of your application package from further consideration.)  Professional knowledge of market research, public relations, advertising, event coordination, web-based and social media strategies, and marketing in a high-performing and challenging environment. The ideal candidate will be able to demonstrate the following: Ability to establish and maintain channels of communication through personal contacts with key personnel representing information media (print and broadcast), as well as Congressional, federal, state, and local government officials. Ability to advise the Inspector General, Deputy Inspector General, and senior leadership on the formulation and articulation of OIG policy, and design, implement, and evaluate information media (e.g., social media platforms and vehicles, news releases, fact sheets, written responses to media or public inquiries, periodic newsletters, and public briefings) in a manner that communicates the OIG’s policies, programs, and activities to internal and external stakeholders. Ability to lead in selecting public affairs projects and initiatives. Participate with management officials in formulating information campaigns, communication strategies, and policies and procedures governing OIG information functions.  Employ a full range of communication methods and techniques in analyzing proposed public information and education content and delivery. Skill in developing video, graphic arts, and social media approaches, and recommend actions to ensure the public, media, and other stakeholders comprehend the basis for, and the implications of the technical decisions made by the Inspector General and senior leadership. Ability to develop an annual plan using risk management tools that consists of specific proposals that interface with the issues and sub-issues described in the OIG’s annual plan, and which is consistent with the OIG’s strategic plan, as well as the OIG’s annual assessment of Management Challenges, collective significance analysis, and measures of risk. SPECIALIZED EXPERIENCE is defined as:  Experience with communications methods and techniques to be able to function as the technical authority to plan, develop, coordinate, and apply effective programs and enhance understanding; experience in making oral presentations and conducting meetings to obtain customer input on program issues, and to develop mutually agreed upon resolutions; experience in the development and dissemination of communication materials; experience in applying a variety of approaches to help others meet their business objectives through effective communication programs; and, experience in developing and maintaining effective working relationships to enhance communication and the dissemination of information, and in analyzing and developing recommendations from a wide array of conflicting and divergent views. Education

A bachelor's degree in communications or a related field, such as business administration, marketing, English language and literature, or public administration, is preferred for applicants. Submission of a transcript or equivalent documentation is necessary for roles with an education requirement or if qualification is based on education or a combination of education and experience. If selected, an unofficial transcript will be required. Degrees must generally be from an accredited college or university recognized by the U.S. Department of Education.
