This position is located in the Office of the Chief of Protocol, Administrative Division (S/CPR/A). The incumbent serves as a Budget Analyst, performing the full range of budget analysis for the agency, reviews/evaluates effects of budget and program changes and impact on Office of the Chief of Protocol activities. Additionally, the incumbent performs a wide variety of administrative and analytical duties related to budget formulation, justification, presentation, execution and review.
Duties
Performs budget development, formulation, strategic planning, and/or performance management functions for CPR program areas.
Works with management to develop annual and multi-year budget requests, performance goals, and strategic plans.
Serves as Purchase Card Management & Reporting System (PMARS) Approving Official and Administrative Officer overseeing bureau purchase card holder program.
Serves as a travel coordinator utilizing Federal and Department travel regulations to approve and review traveler documents, ensure funds for travel, and confirms travelers are entered into the E2 travel system.
At the GS-12 level, the incumbent performs duties as outlined above however the scope and complexity of assignments are of less responsibility and independence. The incumbent receives closer than normal supervision than at the GS-13 level.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and/or submitting of the annual budget requests and spend plans.
Experience with purchase card oversight.
Experience applying Federal travel regulations.
There is no substitute of education for specialized experience for the GS-12 position.
Applying for the GS-13
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and submitting of the annual budget requests and spend plans.
Experience providing expertise on issues related to the preparation and analysis of budgets.
Experience with purchase card oversight.
Experience applying Federal travel regulations.
There is no substitute of education for specialized experience for the GS-13 position.
