This position is located in the Bureau of Medical Services (MED), within the Directorate of Operational Medicine.
The subject position serves as an IT Project Manager and recognizes technical expert for the management of classified networks for the Directorate and Bureau, providing technical advice and policy guidance to senior management and staff throughout the Bureau.
Duties
Coordinates planning and developing activities related to the design, implementation and support of department operating systems at the Unclassified and Sensitive But Unclassified levels.
Procures and installs appropriate systems, applications and software for the organization, and participates in projects focused on development, testing, implementation, evaluation and maintenance of the classified network software and hardware.
Analyzes and evaluates IT systems, software, and hardware in terms of their feasibility, compatibility and cost effectiveness for acquisition and deployment.
Develops projects and programs for variety of Departmental software applications, and prepares such data model specifications as inputs, outputs, flow diagrams, decision logic tables and linkages between applications systems.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying advanced IT principles, concepts, methods, and standards concerning critical IT management issues to provide authoritative and technical advice, guidance, and recommendations.
Experience with project management principles and processes; including lifecycle management, budget, cost/benefit analysis and risk management to assess quality and resolve issues for an organization.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
