This position is located in the Office of the Executive Director (EX), Bureau of Near Eastern and South and Central Asian Affairs (NEA-SCA). The officeprovides overall direction for all administrative and management activities for the bureau and for Foreign Service posts in the region and develops andexecutes programs for the bureau in support of substantive policy decisions.
Duties
Responsible for the management of Diplomatic Program and/or International Cooperative Administrative Services (ICASS) funds as directed for 29 post overseas.
Serves as a budget analyst completing budget formulation, justification and execution activities
Assist in preparations of briefings from/to the ICASS Service Center Working Group, analysis of Mission Resource Requests, the development of the Congressional Budget Justification for submission to the Office of Management and Budget.
Formulates long-range budget estimates of personnel and other resource needed to administer programs and which reflect bureau objectives.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing, justifying and managing budgets for a program or functional area.
Experience in budgetary requirements and activities to maintain oversight and control over assigned areas of responsibility.
Experience analyzing program content, conducting cost-benefit analysis of alternative budget and program actions.
There is no substitute of education for specialized experience for the GS-13 position.
