The primary purpose of this position is: To serve as the executive chief of travel for the Commander, US Central Command and command group staff. The incumbent must be a person the Commander has complete trust and confidence in. Manage, coordinate and facilitate the Commander's highly sensitive global travel obligations.
Duties
Provides authoritative consultation to a wide variety of senior management officials of the Joint Staff, Department of Defense, the White House, and other federal and government agencies in developing the direction to support the total management effort required for the Commander, USCENTCOM's protocol and global travel obligations for all foreign and domestic travel.
Plans, develops, and executes the foreign and domestic protocol programs for the Commander, USCENTCOM.
Evaluates problems and conflicts for the Commander's official travels, providing solutions in the best interest of the Commander.
Exercises technical and administrative supervision over programs and requirements under the Commander's travel staff.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis.
- Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.

- May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
- This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority.
- The incumbent or the designated alternate may be required to take part in readiness exercises.
- This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
- This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes principles, methods, practices and techniques of communication that enables the incumbent to function as the technical authority for the USCENTCOM Commander on all foreign and domestic travel, public affairs and associated matters. Expert knowledge of personal security and force protection support concepts, practices, and methods. Extensive knowledge of national, international and military customs and courtesies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the unified command structure and mission of U.S. Central Command. Knowledge of U.S. Central Command organizational structure and functions of all subordinate staff offices.
2. Knowledge of foreign relations and protocol procedures in Middle Eastern countries. Knowledge of USCENTCOM events and international political affairs. Extensive knowledge of national, international and military customs and courtesies.
3. Extensive knowledge a wide range regulations, policies, procedures, concepts, principles and practices related to official domestic and foreign travel to include country clearances/travel requests. Ability to interpret and apply rules, regulations, policies and procedures.
4. Sill in working with high-ranking civilian, military officers, and foreign national partners in order to
maintain effective working relationships.
5. Ability to organize and lead special teams and task forces with members from different organizations and commands. Skill in planning, organizing, and directing teams, and affectively conducting critical communications.
6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
