Duties
In the GS-07, GS-09, and GS-11 grade levels you will perform developmental duties, as assigned. At the Full Performance Level, GS-12, you will perform the duties below:
You will perform or advise on work in any of the phases or systems of budget administration.
You will work perform functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests; control and reporting of obligations and expenditures.
You will assist in the development, determination, and interpretation of budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to maintain eligibility for a secret level security clearance. Failure to obtain and maintain the required level eligibility may result in the withdrawal of a job offer or removal.
- You may be required to travel up to 25%.
Qualifications
To qualify for the GS-0501-07 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using knowledge of the concepts, principles, practices, laws, and regulations of budgeting and budgetary policies to perform the following:
1) Supporting senior personnel involved with the preparation of budgets related to financial management of programs and administrative operations.
2) Supporting senior personnel involved with the development of budgetary policies and practices
3) Communicating financial information orally and in writing
You may also qualify using education to substitute for specialized experience. See the "Education" section of this announcement for details.
To qualify for the GS-0501-09 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using knowledge of the concepts, principles, practices, laws, and regulations of budgeting and budgetary policies to perform the following:
1) Assisting with the preparation of budgets related to financial management of programs and administrative operations.
2) Assisting with the development of budgetary policies and practices
3) Assisting with defending report and estimates to senior leadership
4) Following prescribed instructions to assist in budget analysis
5) Communicating financial information orally and in writing

A Masters or equivalent graduate degree*

An LL.B. or J.D., if related*

Combination of education and experience
