This position is located at Bureau of Engraving and Printing, within the Personnel Security Division. As a SENIOR SECURITY SPECIALIST (ADJUDICATIONS), you will serve as the Team Lead for the Adjudications Branch. The work involves the formulations and application of security policy, procedures, systems, and programs involving the loyalty and reliability of people.
Duties
As a SENIOR SECURITY SPECIALIST (ADJUDICATIONS), you will:
Manage the adjudication and operations process of completed Office of Personnel Management (OPM), Bureau of Engraving and Printing, and other agency investigations (BI's, SSBI's, MBI's, NAC's, NACI's, reinvestigations, and special investigations) to determine the suitability for employment, continued employment, and access to the Bureau and or its products and or processes.
Conducti complex adjudications of high-profile investigations and studies.
Provide documentation and information to the supervisor or PSD Manager for cases that may require a special investigation or adjudication.
Ensure the contact and liaison with Department of Treasury, OPM, Office of the Inspector General, and other federal, state, and local law enforcement agencies are maintained in an effort to determine whether to grant, deny, revoke, suspend or restrict access and eligibility that is consistent with suitability factors and adjudicative guidelines.
Process suitability adjudications for interim and final national security eligibility; coordinate with the Special Security Officer (SSO) to ensure that appropriate briefings and debriefings are conducted at the issuance and withdrawal of a national security clearance. Also ensure all necessary forms and documentation are completed regarding the issuance withdrawal of a security clearance.
Perform other duties as assigned. Knowledge Required by the Position Proficient knowledge of e-QIP applications, suitability and adjudication processes, methods, and techniques.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
Experience determining suitability and eligibility of applicants for entry into positions. OR
Experience communicating with federal, state or local law enforcement in an effort to grant, deny, revoke or suspend security clearances. OR
Experience reviewing and releasing e-QIP forms to determine the proper investigation required per the Office of Personnel Management (OPM) and the Office of the Director of National Intelligence (ODNI) standards. OR
Experience with recognizing issues and derogatory information in order to compile adjudicative reports to assist with making national security eligibility determinations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
Education
Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
Bureau of Engraving and Printing has a memorandum of understanding the U.S. Office of Personnel Management that requires each investigator to have the required education or experience as follows:
a. A college degree (Bachelor's); or
b. Four years of general experience; or
c. Two years of specialized experience within the last 5 years; or
d. One year of specialized Federal background investigation experience within last 5 years.
General experience is progressively responsible experience that demonstrates the ability to problem solve, analyze problems to identify significant factors, gather pertinent data and recognize solutions, plan and organize work and communicate effectively orally and in writing on a professional level.
Specialized Experience is progressively responsible experience conducting general background investigations or as a local, state, military or Federal law enforcement officer.
Specialized Federal background investigation experience is experience conducting background investigations for a Federal agency.
