The selectee designs, develops, delivers and evaluates specific course content(s) or materials related to education, training, performance improvement and/or career development programs for Plant Protection and Quarantine (PPQ), Animal and Plant Health Inspection Service (APHIS), Department of Homeland Security (DHS) employees, and/or other stakeholders (i.e., federal, military, state cooperators, private sector personnel, etc.).
Duties
The duties may include, but are not limited to:
Serves as a consultant and troubleshooter of technical, nontechnical and/or scientific training and education programs.
Utilizes a wide variety of learning methods including technology-based approaches to provide consultative services.
Analyzes the performance, skill, and knowledge levels of the learning audience and selects the best instructional methods to promote learning and to match the needs of the learning audience.
Evaluates short- and long-term effectiveness of training and education courses and uses findings to make and submit recommendations to senior staff and/or project lead.
Adopts alternative training and education designs to remedy and enhance performance of learning audience or recommends emerging innovations, alternative approaches and new technologies.
Requirements

- Successful completion of one year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Leading in the development of course content for adults based on prescribed topic.
Selecting the best instructional methods to promote learning and to match the needs of the learning audience; adopting alternative training and education designs to remedy and enhance performance of learning audience.
Analyzing program and personnel needs and use information to improve training, performance, skills and knowledge level of learning audience.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
