The primary purpose of this position is to serve as a HR Specialist for the installation, Direct Reporting Unit (DRU), or at a major command (MAJCOM) providing expert management advisory service in a wide range of human resources management (HRM) areas. such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations.

Duties

GS-12 Duties Under the guidance and assistance of the Branch Chief, provides strategic and technical guidance management advisory services throughout an entire MAJCOM on the effective use of HRM to support goals and objectives and produce results that accomplish agency and command missions. Participates in studies and projects related to HRM programs and/or influence policy changes for the MAJCOM. Performs evaluation of assigned HR programs at MAJCOM level and recommend improvement/enhancement plans which gradually increases in difficulty and complexity. Prepares written correspondence and other documentation. GS-13 Duties Provides strategic and technical guidance as well as seasoned consultative management advisory services throughout an entire MAJCOM on the effective use of HRM to support goals and objectives and produce results that accomplish agency and command missions. Conducts, leads, and/or participates in studies to improve HRM programs and/or influence policy changes for the MAJCOM that typically involve long-range, highly complex, and often politically sensitive topics. Performs program evaluation of a full range of HR programs at command and wing/installation level and develops and executes improvement/enhancement plans. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the command. "This position is a developmental (e.g.: GS-12 Target GS-13) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-12). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected."

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and ability to advise management on laws, executive orders, regulations, policies, procedures, directives, instructions, and concepts governing Human Resource Management such as, but not limited to, recruitment / fill, civilian time & attendance / pay, appraisals, civilian awards, and employee benefits; knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex human resources problems and the development of concrete action plans to solve organizational, operational, and technical problems; and knowledge of common civilian appraisal systems such as: Performance Management & Appraisal Program (DPMAP), Defense Civilian Intelligence Personnel System (DCIPS), and DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of, and ability to advise laws, executive orders, regulations, policies, procedures, directives, instructions, and concepts governing Federal human resource management such as, but not limited to, staffing, classification, employee relations, labor, civilian pay and employee benefits; knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve organizational, operational, and technical problems; and knowledge of resource management, such as appropriations, manning and funding requirements, work year management, and financial analysis, and their impact on effective mission accomplishment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-12 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of principles, theories, techniques, practices, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs. 2. Knowledge of the laws, executive orders, regulations, policies, and concepts pertaining to personnel management, and a practical understanding of position classification and position management. 3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures. 4. Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives. 5. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of HR effectiveness, and in serving as a technical specialist to assess HR program operations and make recommendations for improvements. 6. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs. 2. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures. 4. Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives. 5. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 6. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
