This position is a IT Specialist (DATAMGT), GS- 2210-13 working in either Baileys Crossroads, VA or Ft. Collins, CO for Ecological Services, Division of Budget and Technical Support, Division of Data Integration.

Duties
As a IT Specialist (DATAMGT) your duties will include but are not limited to the following:
Provides leadership for data management efforts at the Ecological Services (ES) headquarters level and coordinates all data management activities with the national data management initiative.
Facilitates staff compliance with the Service's Data Management Policy, Open Data policies and any additional programmatic data management goals.
Works closely with program leaders in Ecological Services, Refuges, Migratory Bird Management, and Fisheries and Aquatic Conversation, to ensure that data management efforts adhere to National Data Management Policies, national efforts and meet ECOSphere data management needs.
In accordance with IRTM governance policy and oversight of the Chief, Division of Data Integration, this position serves as a systems analyst expert and conducts needs analysis to determine system requirements and specifications for designing, maintaining and improving existing and new applications and complex databases that bridge multiple workspaces (i.e. programs). Works with other Data Managers, users as well as others involved in the formulation of user requirements that will result in modifications and/or development of data management systems.
Provides insight into the needs of data storage structures, data catalogs, and related applications and ensures existing data repositories are accurate and up-to-date and in accordance with IRTM governance policy. Completes related processes and analyses, including extract, transform, load (ETL) procedures, database queries, and version control procedures.
Serves as the technical data lead for ECOSphere and programmatic data management and provides recommendations to the Branch or Division Chief on technical concerns. In addition, takes the final decisions and works with the other Regional Data Managers, Data Technicians and other staff and contractors who are responsible for implementing data management policy and guidance within ECOSphere.

In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.
Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Minimum Qualifications for the 13-grade level: 1 year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service. Examples of Specialized experience may include: (1) Performing data and application analysis to ensure overall database management projects goals are met and are used to help inform conservation efforts; (2) Using programming language appropriate to natural resource software to create live reports that summarize natural resource data as it is added to software; (3) Integrating data in data warehouse, creating data marts and integrating with specialized software; (4) Programming and/or coding SQL based software; (5) Performing integrations of software with cloud applications; (6) Containerize and pipeline development; (7) Using programming languages such as SQL, R, JavaScript, Python, and web services such as REST, XML, and JSON to support natural resource management; (8) Collaborating with internal and external customers, data management analysts, data managers, developers, and program managers to identify and specify new or improved data management processing solutions that will bridge multiple workspaces (i.e., programs) in the field of conservation and/or natural resources; (9) Providing guidance and instruction to personnel regarding new directives on assigned data management projects and their requirements; (10) Applying data management concepts, principles, and methods to design, develop, and maintain data management systems that meet business requirements for natural resource management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
