This position is located in the Lifecycle Management Division of the Logistics Service at Overton Brooks VA Medical Center (OBVAMC) in Shreveport, LA. Responsible for the performance of a variety of administrative, computer-based programs, and physical duties concerning the incoming and outgoing mail processing, files maintenance, digital computer-based mail equipment operation, sophisticated multi-function state of the art high volume digital reproduction/finishing equipment operation.
Duties
Major duties and responsibilities include but not limited to:
Receives, picks-up, processes, sorts, distributes, and researches "critical", Time Sensitive", incoming and outgoing "Official/Inter-Office/Accountable" HIPAA related mail.
Handles and ensures "Confidential" and "Sensitive" documents (Legal/Congressional) and mail is properly opened, logged, read, date-stamped, sorted and delivered immediately to the right ''Department Administrative Officer".
Processes mail from numerous locations throughout the facility and multiple locations off-site over long distances.
Responsibility includes pick-up and delivery of mail to several points throughout the facility and providing mail support for diversified range of medical activities and support related functions to OBVAMC, Community Based Outpatient Clinics (Longview/Monroe/Texarkana), Community Based Veteran Outreach Centers, and other areas covered by OBVAMC.
Conducts quality control procedures by ensuring that all outgoing mail (letters and packages) are metered with the proper date, postage, complete address, proper labeling, and packaging.
Processes, ships, receives, delivers, electronically tracks and validates invoices for "Accountable Mail" (e.g. Priority Delivery confirmation, Certified, Registered, Insured, etc.) letters and packages.
Operates a variety of equipment to fold, insert, seal, and meter outgoing mail.
Ensures all small packages delivered to the mailroom by USPS, UPS, FedEx, etc. are taken to the Warehouse for proper receipt and processing.
Sets up, operates, adjusts, and monitors the operation of single or multiple function equipment such as copiers, duplicators, mail processing machines, etc.
Assembles and staples copied materials.
Utilizes sophisticated graphic design and printer software to manipulate and edit electronic print files.
Reviews job requests via paper submission and electronic job submission software; keeps records of jobs completed and perform quality control procedures.
Develops visual information products using materials and techniques common to the occupational field.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to changed based on the needs of the agency.

Qualifications

You may qualify based on your experience and/or education as described below:
General Experience: You must have one year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as: Sorts mail for distribution into numerous categories, requiring individual tracking, or special handling; Opens and analyzes mail not addressed to a specific office or MDP to determine the intended recipient; Receives all facility mail from U.S. Post Office and commercial delivery companies such as USPS, FED-EX, etc.; Inspects for damage, hazardous material, or suspicious articles taking appropriate action in accordance with facility policy, VA regulations and laws; Provide Customers with consistent information according to established policies and procedures; Possess basic skill to perform routine equipment maintenance such as cleaning document glass, correct paper jams, replace toner cartridges, and diagnose equipment malfunctions; Have complete and thorough understanding of mail classes and special mail services; Assess all outgoing mail for proper and complete addressing, proper labeling, packaging and refuse mail pieces where packaging, labeling, endorsements or addressing is so insufficient as to hinder or delay delivery; Receives and handles perishable/refrigerated materials, urgent and sensitive documents (e.g., Express Mail, Priority Mail, etc.); Independently establishes priorities and accomplish day to day goals. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) full years of education above high school level that included study in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. Combination: Applicants may also combine education and experience to qualify at this level. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Physical Requirements: The work requires some physical exertion such as extended periods of standing, frequent bending, reaching, stooping or similar activities necessary to set up, operate, adjust and monitor the operation of the equipment. The employee lifts, on a recurring basis, a variety of moderately heavy materials and supplies. Occasionally the employee may be required to lift heavy (over 50 pounds) items such as mailbags or large stacks of paper stock. Employee may walk long distances pushing/pulling mail carts or delivering express mail. Carts, bags and trays may need to be physically loaded into a vehicle for delivery to CBOCs.
