About the Position: The incumbent provide resource oversight for all Army international activities throughout the Planning, Programming, Budgeting and Execution (PPBE) process.
Duties
Conduct research and studies to determine the effective level of resources to meet the Army and four combatant commands (CCMD) international activities requirements.
Research objective-based positions for Army senior leader decision-making on worldwide Army and DoD international programs and issues.
Analyze and interpret legislation, Congressional language, Office of Management and Budget directives (OMB), and Department of Defense guidelines to determine resource impact on Army international programs.
Provide management support on special programs as required.
Manage six specific Army management decision packages (MDEPs).
Work as advisor to management to support the accomplishment of the overall Army and DoD missions.
Perform duties related to resourcing Army international activities worldwide.
Perform analysis on the status of Army international activities throughout each phase of the Planning, Programming, Budgeting and Execution (PPBE).
Identify issues and risks related to proposed levels of resourcing.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Sensitive Compartmented Info. Intelligence Community Dir 704 clearance.
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- One year trial/probationary period may be required.

GS-14 Specialized Experience: One year of specialized experience which includes: performing cost/benefit analyses; evaluating Program Objective Memorandum (POM)/Budget Estimate Submission (BES)/ President's Budget (PB) outcomes for compliance; and conducting research on international activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
