Duties

Serving as a Management Analyst GS-0343-11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Technical Training Operations Directorate (TTO), Investigative Operations Division (IOD) located in Glynco, GA. The primary purpose of this position is to serve as a Management Analyst responsible for providing analysis services in the assessment and evaluation of assigned programs. These services support the IOD leadership team in aligning programs with FLETC goals. The position reports to the IOD Division Chief and serves as a technical consultant for administrative and management functions in IOD. The position assists the IOD Division Chief by providing technical, administrative, analytical, and evaluative expertise to ensure accomplishment of the FLETC mission. Areas of responsibility include, but is not limited to, program budgeting and execution, program evaluation and analysis, and correspondence management. Typical assignments include: Administering numerous and diverse projects involving IOD's current and proposed plans and programs; long range planning studies; internal program review and analysis; project tracking systems; and projects involving the allocation and commitment of IOD resources. Coordinating the preparation, review, and consolidation of annual and multi-year budget estimates for IOD into a consolidated budget request. Monitoring the execution of the budget with different sources of funding. Acquiring, analyzing, and interpreting data as it relates to workload projection and forecasting, mission support requirements, training operations, evaluations, and reporting. Conducting detailed analyses of complex functions and work processes of broad administrative or technical programs. Providing continual assistance to the division's support and administrative staff. Making continuing administrative analysis of IOD programs, activities, and special assignments through review of correspondence, reports, documents, e-mail traffic, and attendance at meetings. Preparing, screening, and routing all correspondence to ensure supporting materials are included, and ensuring all correspondence complies with established procedures. Developing efficient systems for document control and access to office records, files, and other documentation (hard copy/electronic) within the IOD office to achieve sound management practices regarding maintenance and disposition of files.

  • Weekends and federal holidays may be required.

  • This position is Emergency Essential required to sustain operations in the event of a localized emergency situation and/or to ensure Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.

You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector supporting leadership by providing recommendations to increase productivity and accuracy of staffing actions and administrative processes; applying evaluative methods to determine completeness and accuracy of staff actions and correspondence; ensuring conformance with budgetary guidelines by monitoring the budget, allocating resources and tracking expenditures. -OR- A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. Education must be directly related to the work of the position to be filled. Copy of transcripts is required. -OR- A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
