Qualifications
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as developing and implementing partnerships for environmental protection programs; reviewing grants, cooperative agreements, and/or interagency agreements, including monitoring performance; leading the negotiation, facilitation, creation and evaluation of specific agreements. Building skills and capabilities of the WCC group, addressing Regional and National priorities.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of program principles, concepts, practices, methods, and techniques to apply new developments and theories to major problems not susceptible to treatment byaccepted methods.
Knowledge of specialized areas of environmental policy to originate concepts and effect new developments applicable to emerging functions of national magnitude and withlong-term purposes.
Knowledge of organizational goals consistent with Region 10's vision and mission to evaluate extensive, complex, and often conflicting information.
Knowledge of the principles, theories, and practices of air quality protection, diesel emissions reduction and GHG reduction.
Skill in program planning, management and performance measurement, and implementation of regulations and programs.
Knowledge of environmental concepts, principles, and practices, and ability to apply knowledge to issues at hand.
Ability to manage and motivate special project teams.
Ability to work cooperatively, and in a leadership capacity, with a variety of entities representing a broad range of interests.
Ability to work through highly visible, complex, and controversial issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
