Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as reviewing and analyzing state and/or organization water programs and recommend changes; analyze and evaluate environmental guidelines to determine impact on water resources.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Skill in applying advanced program, policy, theories, principles, concepts, practices, standards, and methods sufficient to serve as a policy and program authority for the appropriate management of infrastructure financing programs.
Knowledge of in EPA funding principles and practices sufficient to develop new approaches and modify/extend existing techniques to assess the needs of the program, the region and the state.
Ability to provide senior policy analysis and advice, train new staff on the program policies, and coordinate the Section’s responses to congressional inquiries.
Knowledge of federal and state legislation, regulations, policies and guidance dealing with EPA funding programs, including those under the Bipartisan Infrastructure Law, to protect the environment and human health.
Skill in establishing goals and assessing progress toward program objectives to meet emergencies, changing programs, objectives, or production requirements.
Ability to analyze and communicate complex programmatic/policy matters to policy makers, technical staff, members of Congress, facility respondents, the news media, and the public.
Ability to work with other federal, state, tribal and local agencies.
Ability to identify issues needing study, legal, financial, or policy review.
