Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of Environmental Compliance, in Jefferson, LA. At the full performance level (GS-6) the major duties of this position include, but are not limited to the following: 1. Serves as Records Manager responsible for the development, modification, and oversight of the Office's Records Management Program to ensure compliance with the Federal Records Act (FRA), National Archives and Records Administration (NARA) guidelines, and Department/Bureau Records Management Manual, as it relates to program office correspondence, personnel files, National Environmental Policy Act (NEPA) documents, and other official files. 2. Manages the requisite input, tracking, and reporting for OEC's enforcement program; including the preparation, routing, tracking, filing, of Incidents of Noncompliance (INCs) and Notices of Noncompliance (NONCs) in coordination with the issuing personnel to ensure proper documentation within OEC's INC Database, the National Consolidated Information System (NCIS), Technical Information Management System (TIMS), and the INC Response System. 3. Oversees Time and Attendance needs within the office associated with time sheet development/management, QuickTime System coordination/timekeeper duties, and associated reporting. Advises and trains management and staff on system responsibilities/usage and general leave/compensation policies and prepares/coordinates Overtime/Compensatory-Time requests, Flexible/Compressed-Work-Schedule documentation, and Telework submissions/tracking. 4. Initiates, compiles, reviews, and coordinates all travel and training documentation for OEC in compliance with the Federal Travel Regulations (FTR), Departmental/Bureau guidelines, and Regional requirements. Provides guidance to management/staff on proper procedures for temporary duty/travel and makes all travel arrangements for all personnel in both hard copy and under the established travel application systems; preparing detailed itineraries, resolving associated issues/problems such as overcharges and tax-exempt issues, and works as the primary point of contact/liaison with the Financial Management Branch. The incumbent also maintains all required receipts, vouchers, and other travel records under the Regional/Office Records Plan. 5. Serves as Property Accountability Officer and advises/ensures that accountability guidelines, operating instructions, and maintenance guidance is current, disseminated, and followed to ensure good stewardship of OEC's sonars, remotely-operated vehicles (ROVs), magnetometers, dive gear, personal protective equipment (PPE; e.g., flight gear, hard hats, eye and hearing protection, and other assigned/dispensed items) and other sensor/support equipment. Serves as the point of contact (POC) with HQ General Services and leads OEC's Annual Property Inventory in compliance with the Federal Property Management Regulation (FPMR), assist the respective Custodial Property Officers (CPOs) and staff, maintains property accountability records, and ensures that property management practices/procedures are consistent with those of the Region, Bureau, and Department. 6. Serves as OEC's Fleet/Vehicle Coordinator and independently oversees reservations, tracking, upkeep/maintenance, and all applicable General Services Administration (GSA) reporting for the Seafloor Compliance Assessment and Monitoring Program (SCAMP) truck, which includes the Vehicle Allocation Methodology (VAM) Report and the Monthly Vehicle Usage Report. Note: The work environment typically involves normal everyday risks or discomforts typical of an office setting. Travel by auto or aircraft may be required for conferences, meetings, COR projects, and Headquarters/interagency coordination. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information GS-6: $44,117 - $57,354 (per annum) First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-24-CM-141(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience To qualify for the GS-06, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Performing clerical tasks such as time and attendance documentation, training and travel requests, general office correspondence, and/or document management, filing, and routing; 2) Managing a database to include reviewing, uploading, and/or assigning technical documents, populating and/or querying, and generating reports; 3) Assisting with property documentation, scheduling, and inventorying of scientific/engineering equipment and/or fleet vehicle maintenance and record-keeping; 4) Assisting with purchase and procurement process, to include purchasing, tracking, and/or managing of general office supplies, personal protective equipment (PPE), and other support equipment. Must meet Specialized Experience #1 plus 2 additional specialized experience statements.
