About the Position:
Serve as an International Training Specialist (FMS) who is responsible for the oversight of the Army's worldwide international security cooperation activities to include Foreign Military Sales (FMS), international training, excess defense article transfers, armaments cooperation, foreign disclosure, technology transfer, and direct commercial sales activities, including munitions case processing.
Duties
Coordinate with a variety of stakeholders to execute the international training program.
Advise leadership regarding the planning and delivery of the international training program.
Recommend updates to existing international training policies in the context of changing requirements.
Develop and implement policies for the integration of Army international security cooperation efforts.
Support HQ-level staff coordination on sensitive political and military Security Assistance training issues.

Specialized Experience: One year of specialized experience which includes provide advice and assistance during case development or implementation of the training component of Foreign Military Sales (FMS) cases; assist with the writing and development of policies/procedures; assist with the analysis of international military training operations performance and/or processes to formulate reports and briefings for leadership; and participate in policy and program management tasks involving international military training programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

*Demo pay band position for NH-3: This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced. with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
