About the Position: Office Assistant Secretary of the Army, Deputy Assistant Secretary of the Army, Office of the Deputy Assistant Secretary of the Army (DEC) Future Operations Directorate, located in Arlington, VA.
Duties
Serves as a senior program manager and recognized authority/advisor to the Directorate Head and the Deputy Assistant Secretary of the Army, Defense Exports and Cooperation in the areas Security Cooperation/Security Assistance training.
Writes papers and briefings on training policy issues for Army Security Assistance Enterprise (ASAE) leadership. Provides expert advice and assistance regarding the training component of special FMS cases.
Staffs Combatant Command (CCMD)-validated requests for approval through various HQDA staff offices for training support from Security Cooperation Offices.
Provides policy decisions regarding requests for exemptions to Army policy and issues for which no clear policy exists.
Analyzes and interprets Department of State (DOS), Department of Defense (DoD), OASA (ALT), and Headquarters, Department of Army (HQDA) policy and guidance to develops, staff, and promulgates Army Security Assistance training initiatives and policy.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management (BUS-FM) within 60 months of entrance on duty.
- Selectee must be able to obtain and maintain a Secret security clearance.
- Business travel required up to 10% of the time.

Specialized Experience: One year of specialized experience at the next lower grade NH-03/GS-13 or equivalency which includes: (1) Analyzing Executive level policy and guidance to formulate Security Assistance training initiatives and policy; (2) Providing technical and policy guidance to Security Cooperation and Security Assistance training personnel; (3) Drafting and reviewing executive level correspondence such as information papers, decision papers, and policy guidance; (4) Conducting coordination for the integration, funding and execution of international training under various Security Assistance programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-13).
