THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET OFFICER, Position Description Number T5152000 and is part of the PA Deputy Chief of Staff for Operations DCSOPS, National Guard. 1 or more Position(s) may be hired against this Announcement. Accessioning will not occur until incumbent vacates.

Duties

As a BUDGET OFFICER, GS-0560-12, you will serve as a technical expert regarding all phases of budget functions including the interpretation, application and implementation of budgetary principles, procedures and guidelines. Perform special studies and selective reviews of budgetary programs and procedures. Issue calls for budget to staff and resource managers and provides guidance, as needed. Manage time-phased schedules of obligations and expenditures for applicable organizational budgets. Perform other duties as assigned.

• This is a Financial Management Level 2 Certified position. Employee will be required to comply with all Department of Defense requirements of this certification program.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. Supervisor for this position is LTC Gerald Mothes. *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. *NOTE: FM Level 2 required within years of hire GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0560 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts defined by the NG Title 5 Excepted Service Series GS-0560 position descriptions. SPECIALIZED EXPERIENCE: Application must indicate 36 months of finance budget experiences and competencies that provided in-depth knowledge of financial principles and procedures. A good understanding of the principles and concepts of the National Guard financial budget business program requirements. Expanded experiences and training that that demonstrate the competencies to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies and procedures. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
