THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST, Position Description Number T5600000 and is part of the PA Construction and Facilities Management Office, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a BUDGET ANALYST, GS-0560-09, you will develop procedures and objectives pertaining to budget estimates for use by management officials to ensure compliance with State and National Guard Bureau's (NGB) requirements. Analyze the budget, developing internal controls and monitoring budget accounts to ensure state priorities and mission objectives are achieved. Responsible for CFMO budget functions including formulation and execution. Develop guidelines for funds allocation, budgetary rations, and constraints between the Federal Government and the State under the Master Cooperative Agreement (MCA). Although not the primary purpose and not grade-controlling, this position may be required to supervise one or more Budget Assistants and/or Accounting personnel...both Federal and State employees. Perform other duties as assigned.

• This is a Financial Management Level 2 Certified position. Employee will be required to comply with all Department of Defense requirements of this certification program.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. Supervisor for this position is Ms. Cheryl Reigle. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. DOD Level 2 FM Certification required within 2 years of hire. GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0560 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts defined by the NG Title 5 Excepted Service Series GS-0560 position descriptions. SPECIALIZED EXPERIENCE: Application must indicate 3 months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. Must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
