THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST, Position Description Number T5153000 and is part of the PA Deputy Chief of Staff for Logistics DCSLOG, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a BUDGET ANALYST, GS-0560-11, you will provide management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Certify funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Prepare quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives. Review transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Provide technical budgetary advice and assistance to federal and state agencies as requested. Independently develop and implement guidelines and policies as well as management controls for effective budget execution. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Supervisor for this position is LTC Nathaniel Lantz. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. DOD Level 2 FM Certification required within 2 years of hire. GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0560 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts defined by the NG Title 5 Excepted Service Series GS-0560 position descriptions. SPECIALIZED EXPERIENCE: Application must indicate at least 24 months of finance budget experiences and competencies that provided knowledge of financial NG principles and procedures. Must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
