Summary Continued: Location Negotiable - The duty station of this position may be any USGS location that is agreed upon by the selecting official and the selectee. If the agreed upon location results in the relocation of the selectee, the travel, transportation, and relocation expenses are not authorized. Open to all U.S. citizens under: USGS-RES-24-12310867-DE-SER Duties: The U.S. Geological Survey (USGS) serves as a national catalyst for the organization and distribution of biological, hydrological, geological, and geographical information and addresses the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners. The National Geospatial Technical Operations Center (NGTOC) is the primary operational component within the National Geospatial Program (NGP), the largest program within the U.S. Geological Survey in terms of appropriated funding, with an annual appropriated budget of approximately $70 million. The NGTOC provides world-class geospatial technical expertise and customer service for the USGS and the Nation through fulfilling its responsibilities within the NGP. It is responsible for the acquisition, assessment, and integration of geospatial data in support of The National Map, oversight of Geospatial Data Products and Services Contracts, quality assurance and quality control of products and data produced via contract or by other entities outside of the NGTOC, providing government furnished materials to support contract production, development of national standards and data models to support The National Map, and providing technical assistance to USGS Geospatial Liaisons and state, local and private sector partners. This position, Commercial Partnership Team Project Manager (CPT PM) is under the supervision of the Agreements and Commercial Partnership Section Chief. This section is comprised of the COR, CPT PMs, Finance and Agreements personnel. The COR represents the Contracting Officer (CO) in all aspects of contract and Task Order management. The COR is also a CPT PM, but is "first among equals" within this group, and is responsible for maintaining a broad perspective of all projects in work. All communications with the CO go through the COR. The CPT PMs act for the COR in most routine discussions and transactions. They accept functional and technical requirements from the Liaison and customer, coordinate technical support provided by other parts of the NGTOC, prepare IGCEs, and do most of the actual work of assembling completed Task Orders, coordinating with vendors, and monitoring assigned Task Orders from task creation until task closeout. As a Geographer/Cartographer within the National Geospatial Technical Operations Center, some of your specific duties will include:

Qualifications

For GS-0150: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Geographer, all grade levels. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. (CLICK HERE FOR DETAILS ON HOW TO COMBINE EDUCATION AND EXPERIENCE) For GS-1370: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Cartographer, all grade levels. A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e. college-level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). **OR B. Combination of education and experience-courses equivalent to a major in cartography, or a minor that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in "A" above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-11: In addition to the basic education requirement as stated above, applicants must meet one of the following to qualify for the GS-11 level: **Ph.D. or equivalent graduate degree in geography or other directly related field of study or 3 years of progressively higher-level graduate education (54 semester hours, 81 quarter hours or the equivalent) leading to a Ph.D. in geography or other directly related field of study if it provided the knowledge, skills and abilities necessary to do the work of the position to be filled. **OR one year of appropriate professional experience in geography that is equivalent to at least the GS-09 level in the Federal service. Examples of such experience may include: 1) research geospatial industry and market conditions to develop customer requirements for geospatial data collection, including Lidar and/or aerial photography, 2) support the planning and development of federal contracts or task orders, and 3) track, monitor, and report on federal task orders. **OR a combination of successfully completed progressive graduate level education, as described above, that is beyond the second year of graduate study and professional experience, as described above. (CLICK HERE FOR DETAILS ON HOW TO COMBINE GRADUATE EDUCATION & EXPERIENCE) For GS-12: In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-12 level: **One year of appropriate professional experience in geography that is equivalent to at least the GS-11 level in the Federal service. Examples of such experience may include: 1) develop custom technical management policies, standards, specifications, and guidelines related to geospatial data collection and technology development, 2) research and communicate to senior management federal reimbursable agreement and spending authorities and the impacts to programs and projects to senior management staff, and 3) analyze reimbursable agreement and federal spending and procurement policies, procedures, and workflows related to inter- and intra-agency agreements. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
