Duties
The U.S. Geological Survey (USGS) serves as a national catalyst for the organization and distribution of biological, hydrological, geological, and geographical information and addresses the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners.
The National Geospatial Technical Operations Center (NGTOC) is an operational component within the USGS National Geospatial Directorate (NGD) which includes the NGTOC and the Earth Resources Observation and Science (EROS) Center. The NGTOC provides world-class geospatial technical expertise, research, and customer service for the USGS and the Nation and is responsible for the acquisition, assessment, integration, and publication of geospatial data in support of The National Map. This includes oversight of Geospatial Data Products and Services Contracts, quality validation of products and data provided by external partners and contractors, development of national standards and data models, and providing technical assistance to federal, state, local and private sector partners.
As a Supervisory Geographer/Cartographer/Physical Scientist within the National Geospatial Technical Operations Center, some of your specific duties will include:
Advises on national and regional issues pertinent to managing aspects of the NGD and USGS mission. This role includes serving as a principal spokesperson in matters relating to the operations and management of the NGTOC. Attends industry related conferences to discuss operational plans and policies relating to the USGS, NGD, and NGTOC with key personnel from the USGS and other Federal partners and stakeholders. As a member of the NGTOC senior management team, the Associate shares in the responsibility of managing, planning, and coordinating information and technical services strategically through partnerships with States, other Federal agencies, academic institutions, and private sector groups.
Serves as the head of Operations for the Center. The incumbent has special responsibility for overseeing and performing the technical operations that support the NGTOC, NGD, and external stakeholders. The Associate for Operations is the senior operational expert within the NGTOC. Manages and leads the work of the Office of Operations, with an annual operating budget estimated at approximately $10 million. The incumbent directly supervises a deputy/supervisor, senior project leads, and a support position.
Responsible for planning, coordinating, executing, and managing operations for the Center. This work includes high level coordination with other Offices in the Center. Operations management includes overseeing over 70 Federal Employees and Supervisors that conduct quality assurance, and integration; management of national level geospatial foundation databases; task order management, support for data standards and specification development; derived cartographic product and service development and production; data archive and data, product and service dissemination.
Establishes short- and long-term strategic direction for the Office of Operations (in support of the Center) that ensures the application of leading-edge geospatial science concepts and technologies to organize, analyze, synthesize and deliver USGS geospatial data to the Nation.???????
Serves as a Senior Level Subject Matter Expert on all Operations Activities. Advisor to the Center Director and other Senior Staff (Associate for Innovations, Shared Services Manager, Deputy Director) on all activities within the Office of Operations. This includes representing the NGTOC and the NGD where appropriate and requires an in-depth technical understanding of the work of the Center, including an understanding of geospatial data, derived products and services, and the technology necessary to perform acquisition, processing, management, and delivery of these data on a national scale.
Other Significant Facts:
- Must obtain and maintain Top Secret/SCI security clearance.
- Requires both pre-employment and random drug testing.
- Requires travel up to 25% or approximately 5 days per month.
- Requires a valid state driver's license. (Incumbent must travel from the airport to distant remote office locations; the use of public transportation is not feasible or cost effective.)
Qualifications
For GS-0150:
BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Geographer, all grade levels.
Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-1301:
BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-1370:
BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Cartographer, all grade levels. A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e. college-level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

B. Combination of education and experience-courses equivalent to a major in cartography, or a minor that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in "A" above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-15:
In addition to the basic education requirement as stated above, applicants must have one year of appropriate professional experience in cartography that is equivalent to at least the GS-14 level in the Federal service. The experience must include the following:
Managing the operations of a large (budget > $10M annually) office responsible for the production of geospatial data, services, and products.
Developing procedures, guidelines, and operations to achieve the goals of a scientific program that is national in scope and impact.
Leading a large, complex, multi-layered workforce of widely varying occupations and knowledge levels.
Identifying and leading development to support geospatial data acquisition, archive, dissemination, including new process and leveraging of new technology to address Mission area needs.
