Duties

Duties: The U.S. Geological Survey (USGS) serves as a national catalyst for the organization and distribution of biological, hydrological, geological, and geographical information and addresses the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners. The National Geospatial Technical Operations Center (NGTOC) is an operational component within the USGS National Geospatial Directorate (NGD) which includes the NGTOC and the Earth Resources Observation and Science (EROS) Center. The NGTOC provides world-class geospatial technical expertise, research, and customer service for the USGS and the Nation and is responsible for the acquisition, assessment, integration, and publication of geospatial data in support of The National Map. This includes oversight of Geospatial Data Products and Services Contracts, quality validation of products and data provided by external partners and contractors, development of national standards and data models, and providing technical assistance to federal, state, local and private sector partners. The NGTOC Deputy Director provides senior level management oversight for the management of the USGS Geospatial Products and Services suite of contracts. These contracts are broadly scoped indefinite delivery, indefinite quantity contracts with a current delegated procurement authority of $850M over five years; the development and execution of interagency agreements, joint funding agreements with state and local governments, and Memoranda of Understanding and Agreements with both other Federal, state, and local government as well as the private sector; provides senior level oversight for providing administrative support functions for the Center, including oversight of Human Resources, Facilities Management, and Training support. The Deputy Director serves as the Management Representative and represents the NGTOC during labor-management meetings and negotiations between the government and the Office of the AFGE Local 1116 and for the NGTOC. Finally, as a member of the NGTOC Senior Staff, the Deputy Director will Act for the Director, at times with full delegation of responsibilities of the Director to the incumbent. This position also serves on the Core Science Systems Mission Area Senior Leadership Team. The Deputy Director supervises 18 Federal employees in the NGTOC Agreements and Contracts Section and the Administrative Unit located in both Denver, CO and Rolla, MO. The NGTOC Deputy Director directly supervises a project lead and a functional supervisor, and is responsible for performance reviews and evaluation of these employees, including coaching and counseling on both technical and administrative matters. As a Deputy NGTOC Director within the National Geospatial Technical Operations Center, some of your specific duties will include: - Acting for the Director, at times with full delegation of responsibilities of the Director to the incumbent. This includes representing the NGTOC and the NGP and requires an in-depth technical understanding of the work of the Center, including an understanding of geospatial data, derived products and services, and the technology necessary to perform acquisition, processing, management, and delivery of these data on a national scale. - Performing a wide range of Center-wide leadership duties as one of the Center's senior government officials reporting directly to and advising the NGTOC Director and Associate Directors on all areas related to administration, agreements, and procurement. - Preparing position papers, answers Office of Management and Budget questions, responds to Congressional inquiries, and creates other documents related to administrative policies, practices, and results of NGTOC. - As the designated management representative for the NGTOC provides guidance to senior management on labor-management relations and participates in collective bargaining activities, including contract negotiation and administration. Represents the NGTOC during labor-management meetings and negotiations between the government and the bargaining unit employees in AFGE local bargaining unit. Other Significant Facts: Requires a valid state driver's license to travel to, around, and from sites for which public transportation is not feasible. Requires travel of 1-5 days per month, on average.

Qualifications

For GS-0150: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Geographer, all grade levels. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. (CLICK HERE FOR DETAILS ON HOW TO COMBINE EDUCATION AND EXPERIENCE) For GS-1370: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Cartographer, all grade levels. A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e. college-level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). **OR B. Combination of education and experience-courses equivalent to a major in cartography, or a minor that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in "A" above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-14: In addition to the basic education requirement as stated above, applicants must have one year of appropriate professional experience in cartography that is equivalent to at least the GS-13 level in the Federal service. Specialized experience is defined as the demonstrated knowledge and skills including: Coordination of short- and long-range planning for geospatial products and services, including project planning, budgeting, staffing, monitoring and resource allocation; Coordinate with partners, including government agencies and commercial contractors, on the development of technical requirements, specifications and procurement actions. Skill in leading, supervising and managing a culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining, motivating, and providing guidance to a diverse workforce; and implementing EEO/Affirmative Action policies and programs.
