This position is located in the Office of Nuclear Regulatory Research (RES) Division of Systems Analysis (DSA) Code and Reactor Analysis Branch I (CRAB). The supervisor is Chris Hoxie.
This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208 and is not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.
Duties
The successful candidate will be responsible for analysis, assessment, and implementation of the High-Performance Computing System (HPCS) and its subsystem components primarily related to desktop, server, operating, and application systems in an on-premises enterprise and cloud environment within the Office of Nuclear Regulatory Research (RES). Provides oversight to develop expert-level standards, configurations, integration, and maintenance for existing and new HPCS system and subsystem components. Responsible for research, review studies, and analyses impacting IT service delivery throughout HPCS. Provides staff and management with advice concerning formulating, reviewing, and evaluating plans, activities, or policies relating to the agency's IT Federal Information System Management Act (FISMA) security and standards. Leads business process improvements to ensure IT service delivery is performed efficiently and effectively across the office. Determines the need for new processes, policies, and procedures by evaluating internal services, identifying trends, and performing cost-benefit analysis. Performs lessons-learned analysis and maintain a feedback loop to plan and implement HPCS System Administrator activities. Responsible for providing outreach, coordination, and communications to users within and outside the organization.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level(12) in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:1. Knowledge of strategic IT planning, project management, capital planning and investment control, and IT security. (Describe specific education, work experience and developmental assignments which demonstrate your knowledge and ability in developing and maintaining IT strategic plans; preparing IT budgets; developing and managing IT projects; managing IT investment portfolios; establishing metrics to measure and evaluate systems performance; ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services.)
2. Demonstrated ability to develop, implement, and manage High-Performance Computing System (HPCS) and its subsystem components related to desktop, server, operating, and application systems in an on-premises enterprise and cloud environment for agency staff. (Describe specific work experience and training that demonstrates your ability to develop, implement, maintain, and manage High Performance Computing System (HPCS) according to guidelines and rules of good practice, and consistent with regulations, and agency policy and general objectives that adhere to the IT Federal Information System Management Act (FISMA) security and standards.)
3. Demonstrated skill in presenting information, ideas and advice in a clear, concise, and logical manner, both orally and in writing. (Describe specific experience, training, and accomplishments that demonstrate your ability to communicate large-scale IT project status both orally and in writing. Describe the types of oral presentations or briefings you have made, to whom, and for what purposes. Describe the type of original writing you routinely generate (e.g., memoranda, letters, reports). SPECIALIZED EXPERIENCE is defined as experience which demonstrates knowledge of Linux IT systems and Windows IT systems; experience monitoring all IT systems for security and network connectivity, to include experience with IT monitoring tools and applications; experience providing network and system administration in support; and experience providing cloud administration. Specifically, candidates must possess hands-on experience with the installation, configuration, monitoring, and deployment of Windows, Linux (RHEL), Apple workstations, Servers, and Cloud solutions (e.g., AWS, Azure) with vendor supplied, and Contractor developed operating system images that will provide the required functionality of the High-Performance Computing System (HPCS) IT system to be used in an enterprise level network environment. Experience with Linux clustering and automation systems such as “packer,” “ansible, ”terraform,” or similar systems is a plus. Candidates must have the ability to express themselves both orally and in writing and the ability to work effectively as a team member in an operations environment.
