About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Plan, direct, control, evaluate a comprehensive safety and occupational health program for the United States Military Academy (USMA) Headquarters and subordinate units in accordance with all statutory and regulatory requirements.
Evaluate and conduct surveys of the effectiveness of safety and occupational health standards and policies, and assess the degree of compliance with Academy safety policy and accepted standards.
Develop and recommend changes in operating procedures, safety equipment, or processes to eliminate or control hazards.
Develop long-range strategic safety plans and implementation schedules. Plan, develop, and coordinate USMA safety and occupational health program initiatives, policies, and guidelines for implementation within USMA.
Interpret and communicate safety and occupational health polices and priorities including policies and requirements on incorporating safety and risk management in USMA academic programs, athletic programs, and leader development activities.
Provide guidance on hazardous conditions and safety and occupational health related issues through scientific and engineering education review and assessment of newly developed equipment and technology as part of USMA's academic research mission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The USMA is a Direct Reporting Unit (DRU). As a DRU safety and occupational health position, this position is considered a Career Program-12 (CP-12) Key Position.
- The incumbent is required to complete all CP-12 Army Civilian Training, Education, and Developmental System (ACTEDS) training requirements.
- All Safety and Occupational Health interns and careerists must have completed Level I Skills related training as outlined in the CP-12 Master Training Plan by 30 September 2013 or within one year of appointment.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter in accordance with Occupational Health requirements.
- This position requires the employee to obtain and maintain a current valid state driver's license.
- This position requires that the employee be able to complete and pass any government vehicle operator qualification and certifications to receive a government driver’s license and to operate government vehicles.
- This position requires the employee complete and pass the Army Accident-Avoidance Course.

Specialized Experience: One year of specialized experience which includes 1) managing, administering, and/or operating a safety and occupational health program for an organization engaged in dispersed and/or diversified activities; 2) evaluating safety and occupational health programs to identify hazards and reduce the frequency and severity of accidents; 3) assisting with conducting safety inspections or site surveys to ensure construction projects, equipment, and/or facilities are compliant with safety requirements; 4) providing training or guidance on safety and occupational health procedures and guidelines; and 5) resolving technical matters regarding safety and occupational health requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
