A successful candidate in this position will serve as a Security Specialist and provide technical oversight for Technical Security Program (TSP). The incumbent will provide leadership and guidance in the formation and promulgation of relevant processes and policy and executes plans to implement Departmental and National Technical and Signal Security objectives in support of the NNSA mission.
Duties
As a Technical Security Program Manager you will
Manage and provide technical oversight for a Technical Security Program which encompasses the Technical Surveillance Countermeasures (TSCM) Program and the TEMPEST Program, Wireless Security (WISE) and the Protective Distribution Systems (PDS) and provide program oversight of the NNSA enterprise wide NNSA TSCM and TEMPEST Program Managers.
Assess and manager strategic requirements and develop implementing guidance and classification of Secretarial approved security policy programs and the national or agency level.
Manage the NA-772 Technical Security Operations.
Provide expertise and recommendations to senior managers in all facets of physical, information, personnel, and technical security to identify security shortfalls; assess compliance with Departmental and national requirements; and plan activities to implement, monitor and asses the various NNSA security programs.
Formulate and clearly convey organizational perspectives in written form.
Apply qualitative understating of strategic and program planning, technical basis, and communication for all aspects of the NA-70 mission.
Address and resolve complex problems related to the enterprise security program.
Communicate with Management and Operating counterparts' problems to be solved, actionable events, milestones, and/or program issues under review, deadlines, and time frames for completion.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN/NN-03, NQ-03 or GS-13. Specialized experience for this position is defined as: (Applicants must have 4 out of 5 specialized experiences)
1. Managing and providing technical oversight for a Technical Security Program (TSP) at a national level;
2. Evaluating emerging technologies on established security programs and procedures;
3. Providing oversight relating to technical inspections, surveys, and assessments;
4. Advising senior leadership, internal and external customers on problematic technical security issues and recommending/validating a course of actions to address the technical security needs/vulnerabilities;
5. Demonstrating analytical and critical thinking skills, including the ability to think strategically, identifying needs and requirements, and developing recommendations; demonstrating the ability to research, gather, analyze, summarize, and present qualitative and quantitative data and suggest actionable recommendations.
Examples of Qualified Experience:
Utilizing technical security measures to mitigate risks and reduce vulnerabilities exposure.
Staying abreast of the new and emerging technologies relating to technical security administration to prevent security breaches and threats.
Proving comprehensive analytical reports to senior management on technical security issues or other technical security vulnerabilities.
