Duties

This position is located in the Department of Justice (DOJ), Antitrust Division of the Executive Office (EXO), Technology Directorate (TD), Technology Directorate (TD), Technology Program Management Section (TPMS). The employee serves as Lead Information Technology (IT) Project Manager reporting to the Section Chief. As a Lead IT Project Manager, your responsibilities will include, but are not limited to: Serves as an IT Project Manager and Team Leader managing and overseeing the performance of complex and highly sensitive administrative, analytical, and technical duties relative to Information Technology systems development, testing, evaluation functions, life cycle logistics, resource management, risk management, and leadership. Serves as the Business Relationship Manager (BRM), working as a liaison between end users, solutions engineers, and project teams to deliver valued IT solutions. Manages all Technology Modernization Fund (TMF) projects in assigned portfolio from initiation to completion to ensure they are operating on time and on budget. Develops, modifies, or provides input to project plans; implements project plans to meet objectives; coordinates and integrates project activities; and manages, leads, or administers project resources. Develops quality assurance and process improvement plans; implements or maintains quality assurance processes; implements practices, systems, policies, processes, and procedures for performance of project management functions and to improve the efficiency and quality of programs and services. Designs, develops, and manages systems that meet current and future business requirements and applies and extends, enhances, or optimizes the existing architecture. Initiates contact and provides expert technical advice and direction to contractor professionals performing IT projects that involve substantive, mission-oriented programs or which have a high degree of complexity or risk. Conducts presentations or briefings on all aspects of the project; participates in phase, milestone, and final project reviews. Provides expert guidance for developing and improving standards and processes, as well as the application of project management methodology to meet IT project and mission requirements. Negotiates emerging issues and changes in project requirements and advise leadership when issues are beyond their scope to resolve. Serves as a senior expert and BRM for the Division, monitoring and analyzing customer satisfaction, documenting processes, overseeing needs, and conducting detailed requirements analyses. Facilitates the planning and execution of initiatives to enable the Division to achieve short-range and long-range objectives through the effective use of technology. Provides leadership and coordination to teams of technical personnel performing a wide range of functions related to design and implementation of IT Services; oversees the development of the system design based on requirements analysis; delivers the design through the testing and implementation phases; and develops requisite documentation. Qualifications

To qualify for the position of Lead IT Project Manager, you must meet both the Basic Qualification Requirements AND possess the required Specialized Experience specific to the GS-2210-14 listed below. This experience must be identified in your resume. Basic Requirements: Attention to Detail - Is thorough when planning, developing, and carrying out vital tasks in managing IT projects and other IT business functions; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; AND, Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: For the GS-14, you must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 grade level in the Federal service that includes the following duties: - Providing technical advice and consultation; developing and interpreting policies and guidelines; developing and defending new and innovative IT solutions; and representing the organization in a wide variety of settings; - Managing the development of new or modified IT systems and deploy IT services throughout an agency applying interrelationships of multiple IT specialties; the Division's IT architecture; new IT developments and applications; emerging technologies and their applications to business processes; and IT security concepts, standards, and methods; - Serving as Contracting Officer's Representative to develop, schedule, coordinate, and manage projects and resources to ensure the integration of IT Programs and services are aligned with contract requirements; - Utilizing project management software to create effective milestones and plans and evaluate IT systems life cycle processes including development, testing, acquisition deployment, and support to manage assigned projects; AND, - Preparing specific IT management studies to develop plans and proposals that outline feasibility, desirability, costs, and any recommended alternatives in order to devise IT work plans/statement of work for assigned projects.
