This position is located in the Department of Justice (DOJ), Antitrust Division of the Executive Office (EXO), Technology Directorate (TD), Technology Directorate (TD). The incumbent serves as IT Project Manager reporting to the Chief, PMO. As an IT Project Manager, your responsibilities will include, but are not limited to: Serves as an IT Project Manager (PM) managing and overseeing the performance of complex and highly sensitive administrative, analytical, and technical duties relative to Information Technology (IT) systems development, testing, evaluation functions, life cycle logistics, resource management, risk management, and leadership. Serves as the Business Relationship Manager (BRM), working as a liaison between end users, solutions engineers, and project teams to deliver valued IT solutions. Manages a portfolio of IT-related projects from initiation to completion, including project management of new and ongoing projects. Defines measures, monitors performance of project management activities, and implements corrective action. Monitors project costs and develops executive briefs to provide project burn rate. Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. Negotiates emerging issues and changes in project requirements and advise leadership when issues are beyond their scope to resolve. Evaluates business processes, develops requirements, uncovers areas for improvement, and implements solutions that eliminate inefficient and redundant processes. Provides leadership and coordination to teams of technical personnel who perform a wide range of functions related to design and implementation of IT Services. Initiates contact and provides expert technical advice and direction to contractor professionals performing IT projects that involve substantive, mission-oriented programs or which have a high degree of complexity or risk. Specialized Experience: For the GS-14, you must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 grade level in the Federal service that includes at least five (5) of the following duties: - Preparing specific IT management studies to develop plans and proposals outlining the feasibility, desirability, costs, and any recommended alternatives in to devise IT work plans/statement of work for assigned projects; - Applying interrelationships of multiple IT specialties; architecture; new IT developments, applications, emerging technologies and IT security concepts and methods to manage the development of new or modified IT systems and deployment of IT services; - Developing, scheduling, coordinating, and managing projects and resources to ensure the integration of IT Programs and services are aligned with contract requirements; - Utilizing project management software to create effective milestones and plans and evaluate IT systems life cycle processes including development, testing, acquisition deployment, and support to manage assigned projects; - Conducting phase, milestone, and final project reviews; identifying project issues and risks and creating successful action plans for resolving issues and mitigating risks to minimize project exposure/risk; AND, - Providing technical advice, guidance and the interpretation of policies, guidelines, procedures in the development of IT solutions and governing the planning and delivery of services.
