Duties
This Legislative Affairs Specialist position is located Legislative Affairs Office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the subject matter expert to resolve the sensitive, complex congressional requests for information, requests for briefs, congressional initiatives, and execute strategies using accumulated knowledge or research as content requires. Researches and analyzes high visibility queries or challenges. Independently coordinates and oversees congressional visits, tours, and delegations to TSA facilities as well as classified briefings, as needed.
Advises the TSA's Administrator or Senior Leadership on Congressional activities and legislative strategy and prepares the Administrator for interactions before Congress, including congressional hearings and member-level briefings using expert technical knowledge and experience.
Partners with TSA's Chief Finance Office, Strategic Communication & Public Affairs, Chief Counsel, and DHS to ensure unified and cohesive presentations to Congress, and other key stakeholders.
Conducts in-depth legislative and congressional research to aide in the development high-level summaries and reports for TSA and DHS senior leaders on significant legislative activities, and engagements with Congress.
The incumbent independently plans and carries out the work; resolves conflicts that arise; coordinates the work of others; and, interprets policy. Keeps the supervisor advised of work progress and issues which may become controversial.
Completed work is reviewed only from an overall standpoint in terms of effectiveness in achieving objectives. Work is also reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.
Ideal Candidate: The ideal candidate has excellent communication and program management skills, is a team player, has experience in providing detailed advice on Congressional matters, is capable of building strong relationships with internal and external customers, and has the ability to understand and interpret data, The ideal candidate is comfortable with public speaking and facilitating high level meetings discussing new or controversial topics. The ideal candidate can work with minimal oversight on a broad range of engagements to include conducting briefings, preparing executives for Congressional engagements, and reviewing/drafting materials for a Congressional audience.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
- Experience coordinating liaison activities with Members of Congress and congressional committees; analyzing and evaluating legislative and appropriations issues and their impact on programs; promoting knowledge and understanding of congressional policies and programs and providing information or responding to congressional inquiries and legislative proposals.
- Experience advising and preparing leadership on Congressional activities and legislative strategy for interactions before Congress, including Congressional hearings and member-level briefings.
- Experience in written and oral communications, including presentations and creating summaries on congressional briefings.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
