This position is located at the White City VAMC - within the Residential Rehabilitation Treatment Program (RRTP). The primary purpose of the RRTP Administrative Director of Business Operations is to direct day-to-day business operations including the administrative nature of pre-admissions through post discharge.
Duties
Duties include but not limited to:
The incumbent focuses on high-value healthcare performance by using various principles and proven models and tactics to dominate a high-performing and productive business operations environment.
Responsible in planning, directing and evaluating activities within business services. Works with the goal of boosting economical and efficient performance of the RRTP. Attends meetings regularly.
Facilitates routine meetings for direct reports and promotes bidirectional communication, review of performance standards, and ameliorates an administrative barriers.
The RRTP Administrative Director of Business Operations will provide guidance on clinic builds, productivity standards, productivity reviews, Labor Mapping certifications, resource management including budget plans, and training administrative staff and RRTP leaders on clinic practice management principles.
Implements and maintains library of LEAF products as the Behavioral Health LEAF Champion and Administrator for electronic routing processes that support clinic cancellation, clinic profiles, resource management board, employee travel and tuition, employee check-out, new patient assignments, and additional products being developed.
The RRTP Administrative Director of Business Operations will provide overall leadership of administrative management and oversee business operations and decisions.
Will work with various stakeholders internally and externally to plan, develop and implement changes to existing operational and business processes to meet current and future clinic demands.
Manages, coordinates, and plans budget cycles for the RRTP and provides recommendations for long-term strategic plans.
Develops practice management protocols, manage daily operations and continuous quality improvement, and once the Deputy of RRTP Clinical Management establishes productivity standards for all disciplines the RRTP Administrative Director of business operations will provide monthly productivity status.
Ensures that financial goals and other key performance indicators align with industry benchmarks.
Thrives in a fast-paced environment, having difficult conversations with leadership and is agile in adjusting priorities. Brings inspiration to the RRTP leaders.
Works closely with RRTP Chief and administrative staff to provide the metrics for justifications in Resource Management Committee (RMC) for additional resources.
Provides recommendations to strategic decisions that affect the overall business operations including consideration of admissions, bed utilization, clinic builds, coding, and 24/7 staffing and training related to VERA reimbursement.
Develops and implements local business operational policies, administrative requirements, and provides advice to RRTP leadership on clinical operations as a subject matter expert.
Provides input in policies and requirements for RRTP business operations, support and administrative processes and services.
Ensures effective use of staff and recommends changes to enhance RRTP business operations. Has direct authority to implement and to ensure informatic and informative systems are in place.
Makes highly skilled recommendations to BHSL and RRTP leadership that is centric to budget.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
GS-12 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized experience include but not limited to:
Knowledge and understanding of Labor Mapping certifications, resources management including budget plans, conducting healthcare analysis including gaps.
Understanding clinic practice management principles to track productivity standards and clinic builds.
Implementing, facilitating and directing the RRTP business operations.
Knowledge on informatics.
Knowledge on Change Management practice in order to lead and reinforce changes in business operations.
Knowledge and experience in utilizing performance improvement tools such as LEAN-Six Sigma.
Knowledge of Consult Management Directives and care access.
There is no educational substitution for the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
