This position is located at the White City VAMC in White City, Oregon within the Residential Rehabilitation Treatment Program (RRTP) which has bed capacity of 150 beds, the largest RRTP in the country. The primary purpose of the RRTP Administrative Director of Safety, Security, and Business Operations is to direct day-to-day business and administrative operations of the White City VAMC's RRTP.
Duties
Duties include but not limited to:
Providing recommendations regarding strategic decisions that affect the overall RRTP Programming operations which includes scheduling of groups, scheduling Veterans of staff facilitated programming.
Developing practice management protocols to demonstrate productivity and access, manages daily programming operations including continuous quality improvement related to programming and provides RRTP leadership productivity metrics for all disciplines within the RRTP monthly.
Proactively and systemically developing, gathering, collating, managing, analyzing and interpreting data regarding the RRTP's operation.
Working closely with RRTP Chief and creates presentations that include data, action plans, process improvements, and meaningful information regarding trends in data.
Proactively recommending and maintaining capacity in various clinic types based on demand trends and future projections and improves productivity at all levels of clinical operations. Maintaining all schedules for RRTP staff and requests scheduling changes based on programming needs. Providing program managers a monthly review of productivity for each staff through dashboard awareness and data utilization.
Establishing environments favorable to the accomplishment of RRTP programming.
Creating processes for organizing and maintaining the RRTP's clinical programming, adhering to the requirements found in MHRRTP Directive 1162.02.
Facilitating routing meetings that promote bidirectional communication, review of performance standards, ameliorates an administrative barrier to programming and providing recommendations to be more successful with metrics.
Providing guidance on clinic builds, productivity standards, productivity reviews, as well as Labor Mapping certifications.
Providing recommendations related to programming needs including FTEE needed to support programming by census.
Performing demand/capacity analysis, templating and has indirect authority to ensure scheduling operations of patients are upheld in clinic flow for highest patient outcomes and satisfaction.
Developing and implementing local business operational policies related to programming, scheduling, ensuring minimum programming hours are met, coordinating with programming not provided by RRTP staff, administrative requirements of creating staff schedules according to programming needs, and provides advice to executive leadership on clinical programming operations based on audits, utilization of groups and RRTP metrics.
Overseeing the daily programming.
Advises, counsels, and instructs employees on both work and administrative matters. Hears and resolves minor complaints from employees; addresses concerns in a timely manner and works closely with Human Resources as well as the union.
Interviews candidates for positions in the units; recommends appointments, promotions, and reassignments to unit positions; identifies and provides trainings needs; and finds ways to improve production or increase the quality of work within the area of authority.
Facilitating routing meetings for direct reports.
Creating and maintaining policies.

Qualifications
To qualify for this position, applicants must meet the specialized experience requirements within 30 days of the closing date of this announcement, 11/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your specialized experience as described below:
For GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Your experience must show progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Examples of specialized experience would typically include, but is not limited to:
Managing schedules, duties, job assignments, as well as training needs and competencies of the staff to carry out daily duties.
Overseeing operations functions of programs.
Creating, updating, and tracking of Interdisciplinary Treatment Teams schedules ensuring the team has daily awareness of any scheduling changes or needs.
Overseeing of data tracking, management and reports to include CARF Walker grids, census, acuity toll and other reports generated from the programs.
Conducting healthcare analysis including gaps, and clinic practices to track productivity and providing recommendations for improvement.
Implementing, facilitating, and directing business operations.
Planning, directing and executing of Business Operations, Clinic Practice Management, Health Informatics, Programming oversight and development, assignments, and strategic planning.
Analyzing and evaluating programs and issues.
Identifying meaningful workload factors, performance quality levels, and compliance with regulations.
Collaborating with senior-level management in formulating recommendations to improve administrative and clinical process.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
