This position is located in the the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) in White City, Oregon and is assigned to the executive office. The incumbent provides support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations and renders advice on operational policies and assures these policies are coordinated with and in support of field operations.
Duties
Major duties include but is not limited to:
Performs management and program work, such as program or office planning, evaluation of administrative programs or issues, correspondence control, special projects, campus wide improvement initiatives and board or committee-related work
Conducts analytical studies on operational processes that require study-planning, statistical measurement, data analysis and report preparation and development
Develops position papers and decision documents that represent the organization on a variety of complex and sensitive issues, such as quality of timeliness of Veteran care issues within the system, Congressional and/or media issues and interest that have significant impact
Independently identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered
Applies specialized principles and practices of health management in directing or supporting a health care delivery system
Provides comprehensive resource allocation information support decisions involving organizational funds
Plans and accomplishes special projects acting as an expert on special projects and advises top managers on major office issues
Ensures action items and goals are identified and communicated to appropriate member of management and labor and accomplished within in timeframes and deadlines
Works with various boards to coordinate regular committee meetings, ensuring all event management steps are completed and coordinates with the appropriate individuals or offices to develop proposals and supporting materials for conferences, meetings, hearing and other external activities and meetings
Performs staff support work in short and long-range planning efforts
Prepares annual cyclic planning documents
Analyzes and develops reports pertaining to program plans, development operations and assessment of any planning phases of VA SORCC activities
Conducts special studies on manpower, space and equipment utilization
Provides staff support in human resources, equipment and space planning process and performs administrative functions for staff programs
Reviews reports submitted by Service line management involving trend analyses and reviews narrative, data and statistical information and supporting materials with regard to compliance with standards of external bodies and accrediting agencies
Prepares and analyzes data to make recommendations for improvement, immediately addresses any discrepancies
Monitors custom satisfaction data to make recommendations that address customer concerns while not compromising the quality of care provided

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below:- Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required).OR,- Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
Special provision for in-service placement: The successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included (Copy of formal individualized training plan required):
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements.
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupational Requirement requirements, applicants must also meet the specialized experience requirement as described below.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to handle multiple duties; Strong familiarity with VA references, policy, medical center accreditation, finance, and resource management standards; Analyzes and evaluates major administrative aspects of substantive, mission-oriented programs; Perform staff support work in short and long-range planning efforts.
Preferred Experience: Experience as Administrative Officer, Program Specialist or Health Systems Specialist

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical demands are involved except the ability to work under pressure, tight time deadlines, and rapidly changing priorities. The work requires substantial walking throughout the VA SORCC. The incumbent may work irregular hours. Travel may be required
