Duties

This Supervisory Program Specialist position is located in the Operations Compliance Section, Management and Logistics Branch, Operations Management Division, Law Enforcement/Federal Air Marshal Service, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Knowledge of DHS, TSA, and LE/FAMS management directives and policies, as well as relevant regulations, in order to formulate/update policy and procedures supporting the mission of LE/FAMS. Knowledge of records management to ensure proper development, maintenance and disposition in accordance with NARA and TSA policy. Knowledge of TSA Internal Controls to mitigate risks; meet reporting requirements; develop quality controls and action plans; and prepare for the annual Statement of Assurance required under the Federal Manager's Financial Integrity Act of 1982 (FMFIA) Knowledge of forms management to ensure proper development and maintenance in accordance with agency, legal and statutory authorities. Experience managing Freedom of Information Act (FOIA) and Paperwork Reduction Act Information Collection requests. Experience interpreting policy and procedures and providing technical advice to senior managers, supervisors, and employees on policy issues. Experience in collaborating, partnering and building relationships with internal and stakeholders to advance policy and program initiatives. Ability to perform a variety of supervisory duties and responsibilities including assigning tasks and responsibilities, supervising and evaluating work, conducting performance reviews, coaching and developing employees, managing time and attendance, taking and recommending appropriate corrective/disciplinary actions, and managing projects. Expert knowledge and expertise in writing, proofreading and editing a variety of documents including substantial rewriting to communicate law enforcement and technical requirements effectively, lead groups, deliver presentations, and brief senior leadership.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector with experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Experience is defined as: Assigning tasks, setting priorities, monitoring and evaluating performance; and Coaching, and developing employee capabilities, approving leave, and taking and recommending appropriate corrective/disciplinary action; and Planning; communicating the organization's vision and objectives; and assigned resources; and Perform complex operations, projects and/or programs based on the organizations objectives. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
