The mission of the Office of the Chief Information Officer is to manage the acquisition and use of information-and technology resources to improve the quality, timeliness, and cost effectiveness of USDA service delivery to all its customers. This position is located in The Office of the Chief Information (OCIO), Information Resources Management Center (IRMC), Information Management Division.
Duties
Analyzes statutory requirements against existing departmental and agency directives to assess the degree of change necessary to comply with the new requirements.
Reviews and approves IT investment proposals to ensure that procurement and business processes meet accessibility guidelines and requirements.
Acts as Department liaison with other Federal Department Section 508 Coordinators.
Collects relevant information from many varied sources, some of which are difficult to access.
Identifies and develops short- and long-range strategies that will foster the effective and efficient use of information and technology.
Participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high-level management.
Review business cases or capital asset plan (e.g. Exhibit 300 and Exhibit 53) to ensure Section 508
compliance.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-14: Applicant must have one (1) year of specialized experience equivalent to at least the GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is demonstrated in all of the following areas: 1. Providing guidance to program/project managers and agency Section 508 coordinators in implementing Section 508; 2.Developing and disseminating agency-wide policy to implement Section 508 that is consistent with federal policy;3.Leading efforts to establish Section 508 compliance policies and processes throughout the organization, including policies related to: procurement; software and web development; content development and publication; and management of agency websites and other digital properties; 4. Leading accessibility IT program and projects for program offices; 5. Providing training and coordinates outreach activities concerning accessibility design, development, and testing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
