Duties
SUMMARY: The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Air University Registrar Office. Lead, direct, oversee, manage, and coordinate all Air University enrollment management and registration personnel across the enterprise, Center/Schools and all of its locations including Maxwell-Gunter AFB, Wright-Patterson AFB, Edwards AFB, and Kirtland AFB. Lead, direct, oversee, manage, and coordinate all Air University enrollment management and registration policies, processes, and practices across the enterprise and all of its locations. This Registrar function directly leads, directs, oversees, and manages comprehensive student lifecycle management to support the AU, DoD, and DAF regulations, policies, and requirements for effective matriculation processes to monitor, document, track and report resident, nonresident, and
distance learning credit-bearing and non-credit-bearing education programs serving Total Force officers, enlisted, civilians, select contractors and select international partners throughout the Department of the Air Force, Department of Defense, intergovernmental agencies, other agencies, and select international partners on a worldwide basis.
DUTIES:
Plans, organizes, and oversees the activities of the Air University Registrar Office.
Exercises supervisory personnel management responsibilities.
Represents Air University Registrar Office with a variety of installation and functional area organizations.
Supervises, leads, manages and oversees the complete Registar and enrollment management personnel supporting comprehensive student lifecycle management across the Air University enterprise.
Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management.
Directs the complete graduate level education activity for the DAF Total Force officer corps, Sister Services, GOV Civilians, select international partners and select contractors.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701 General Education and Training Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: You MUST submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: You MUST submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in Federal service. Examples of such experience include knowledge of higher education standards, policies, laws, and other regulatory requirements governing all aspects of student lifecycle management and in-depth, detailed knowledge of registrar functions at post-secondary educational institutions. Knowledge of accreditation requirements for student lifecycle management at post-secondary educational institutions for supporting undergraduate level and graduate level professional education, professional continuing education and professional developmental opportunities for credit and non-credit bearing programs and offerings. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of higher education standards, policies, laws, and other regulatory requirements governing all aspects of student lifecycle management and in-depth, detailed knowledge of registrar functions at post-secondary educational institutions.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
Knowledge of accreditation requirements for student lifecycle management at post-secondary educational institutions for supporting undergraduate level and graduate level professional education, professional continuing education and professional developmental opportunities for credit and non-credit bearing programs and offerings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
