The incumbent will serve as a Health Systems Specialist (HSS) in the Office of the Director, supporting the executive functions of the medical center. The incumbent is relied upon for the review of information, data, proposals, and development of facts, which will be the foundation for the decision-making.
Duties
The HSS is a contributor in the decision making process and overall planning for the medical center's operations. The HSS is responsible for carrying out program responsibilities with a high degree of independence, assisting management which administrative problems arising at the center and providing recommendations for solutions. Additional duties include, but are not limited to the following:
Solving complex health care delivery system issues, which directly affect the facility's ability to deliver optimum care to its patients
Represent senior management at medical center and community activities and provides input into medical center policies and procedures
Responsible for identifying medical center programs which require new or revised policies or procedures and bringing them to the attention of senior medical center management for appropriate action
Plans and/or accomplishes special projects which may involve unusual problems
Assist and initiates system wide planning activities to develop, communicate, and continuously update the comprehensive strategic planning process
Engages senior leadership in all aspects of strategic planning, particularly focusing on the establishment of strategic goals and supporting operating strategies
Performs a variety of duties related to special projects involving administrative or support issues
Provide full staff assistance contributing to decision making, problem solving, and planning throughout the medical center
Identifies data required for use in the management and direction of programs
Participates as a member of medical center committees, such as Administrative Executive Board, Resource Committee, Operations Committee, Safety Committee and others as directed
As a control point official, effectively monitor all assigned control points and assure that fiscal accountability is maintained through all levels
Additional duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Experience of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting both the IOR and Time-In-grade, you may qualify based on your specialized experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Thorough knowledge of VA operations and specialized knowledge of the basic principles of health care delivery systems in order to analyze operational issues and provide viable recommendations to top management. Ability to provide significant input in the organization and planning of operational and tactical initiatives to improve the efficiency and effectiveness of the medical center; administrative skills in reporting results of studies in a concise, useable manner, in leading committees and other groups, and in coordinating the work efforts of a large number of parties; Knowledge of and ability to apply range of principles, theories, and processes of management with a high degree of resourcefulness, and ingenuity to a variety of studies and assignments; Knowledge of quantitative investigative techniques for analyzing the effectiveness and efficiency of data systems and clinical programs; and Knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, drawing conclusions, and recommending appropriate action.
Preferred Experience: Requires a through knowledge of VA operations and specialized knowledge of the basis principles of health care delivery systems in order to analyze operational issues and provide viable recommendations to top management. The incumbent must have an ability to provide significant input in the organization and planning of operational and tactical initiatives to improve the efficiency and effectiveness of the health care system.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
