This position serves as the Strategic Planning and Innovations Officer responsible for leading, coordinating, facilitating, and providing ongoing support in the design and implementation of innovation initiatives and is accountable for identifying and developing new ideas, products, services, or processes as well as soliciting innovative ideas from CAVHCS staff through forums and venues designed to support and enable a culture of creating innovation and spread of best practices and ideas.
Duties

Duties may include but are not limited to:
Coordinates activities with Senior Leadership and Quality Manager to ensure that planning processes are directly related to performance outcome measures.
Leads self-directed projects, as well as projects assigned by the Director or by other Executive Leadership. Project deliverables often require formal or informal presentations, including narrative, graphic, and visual mediums.
Reviewing reports involving trend analyses and ensuring follow-up in these areas for conformity.
Overseeing reviews of productivity/utilization against established standards and recommends corrective action when needed.
Conducts a range of analytical studies involving isolating, identifying, and recommending solutions.
Monitoring data to make recommendations that address customer concerns while not compromising the quality of health care provided.
Analyzing unusual or complex but well precedented health care delivery programs and making recommendations as to future changes and requirements.
Creating a facility-level innovation program that encourages creative thinking, innovation, collaboration, and transparency.
Identifying opportunities to improve service and program performance.
Executing open dialogue across organizational lines both within the VA Health Care System and with stakeholders across the VA to maximize opinion diversity and input from a wide range of stakeholders, executive innovation strategies through collaboration with external stakeholders outside of both the Health Care System and VA more broadly.

Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You must also have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. : Reviewing demographics, financial, and performance data, performance gaps, evaluating operational cost effectiveness profitability and reviewing resources allocation, to measure attainment of program goals and objectives; Applying qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; Reviewing and analyzing data concerning all areas of hospital operations; Conducting fact-finding and data analysis for planning and conducting studies, organizational reviews, investigations to identify systemic problems, and disparate organizational practices; and Initiating and coordinating corrective action when budgetary and or programmatic deficiencies are identified.

Physical Requirements: Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require frequent travel.
