This is a detail assignment as a Health System Specialist for the Central Alabama Veterans Health Care System (CA VHCS) within the Office of the Deputy Director. The incumbent oversees the operation, coordination, monitoring and administrative management of activities throughout CAVHCS.
This is a DETAIL NTE 120 days.
Duties
Major duties include:The incumbent must effectively analyze, evaluate, and present conclusions and recommendations to top management for their use in ensuring the mission, vision, and goals of the facility are carried out. Incumbent assists their the Deputy Director in planning, organizing, directly evaluating, advising and coordinating administrative activities in support of 4 Non-Clinical Service Lines (Engineering, Supply Chain Management, Financial Management, & Environmental Management) in addition to Employee Engagement and Facility Planning programs. Responsibilities include improvement of productivity, management controls, and short- and long-range planning. He/She advises top management on matters impacted by programmatic and systematic changes. The incumbent advises on a formulations policies and procedures, adapting existing policies and procedures and/or formulating new policies and procedures. The incumbent assist with resource allocation decisions by involving resources to include FTE ceiling, hours of duty, salary budget, supply budget, equipment budget, space utilization, maintenance contracts etc. This includes analyzing and measuring the resource needs and making recommendations.
Work Schedule: Monday-Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: effectively analyze, evaluate, and present conclusions and recommendations to top management for their use in ensuring the mission, vision, and goals of the facility are carried out. Incumbent assists their respective Pentad member in planning, organizing, directly evaluating, advising and coordinating administrative activities. Responsibilities include improvement of productivity, management controls, and short- and long-range planning. He/She advises top management on matters impacted by programmatic and systematic changes.

Physical Requirements: Work is primarily sedentary. Some walking, standing, bending, and carrying of light items such as papers and files is required.
