The primary purpose of this position is to serve as a Human Resources (HR) and Manpower Specialist for a wide range of military and civilian HR management (HRM) and manpower functions for personnel and management officials assigned to Headquarters United States Central Command Directorates.
Duties
1. Civilian Human Resources Management (HRM).Provides both technical and complex HR management advisory services to Director, managers and senior staff, and provides guidance and assistance to supervisors and employees on all areas of HR management regulations, policies and laws.
2. Program Management.Serves as the primary point of contact for directorate manpower program requirements and provides guidance to a multi-service directorate.
3. Military Personnel Management.Researches, interprets, analyzes and applies joint directives, service policies and regulations to ensure manning levels are in line with regulatory requirements, support goals, and mission requirements.
4. Manpower Management.Participates in studies involving joint manpower, organization, and HR programs/policies, and the impact of force structure changes in the Directorate's mission accomplishment, and necessary realignments of major functions and responsibilities or changes in program direction.

- Position is designated special-sensitive. Incumbent must be able to obtain and maintain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position.
- This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586.
- This is a TERM position not to exceed 36 Months. Severance pay is not authorized. A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. CONT'D
- As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
- CONT'D The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- Travel may be required by military and commercial aircraft or other conveyance in accordance with the Joint Travel Regulations for the performance of duties.
- Extended work hours may be required as workload demands.
- Bachelor's degree in HR or related field is desired.
- Familiarization and/or experience with joint combatant commands are desired.
- Joint service manpower and/or force management experience are desired.
- PCS will NOT be paid.
- This position is subject to provisions of the DoD Priority Placement Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) providing technical and complex Human Resource management advisory services to organizational members related to regulations, policies, and laws; (2) assisting in the formulation of workforce management plans and strategies; (3) executing actions on a full range of personnel-related issues such as strength, promotion, training, tasker management, personnel accountability, military awards and evaluations, sponsorship, travel, retirement, and/or other personnel actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, rules, regulations, procedures, principles, concepts, precedents, techniques and policies governing military and federal civilian personnel management, and military and civilian data systems to apply in a joint command environment, to provide advisory services, and to justify and defend Directorate manpower requests and changes to meet mission requirements.
2. Knowledge of qualitative and quantitative techniques to apply manpower and human resource management principles, concepts, directives, procedures, guidance, methodologies and policy as they relate to peacetime and war time augmentation for a multi-service unified command headquarters, subordinate joint task forces and service components.
3. Knowledge of the mission, roles, functions, organizational structures, management, and operation of combatant command organizations to provide personnel/manpower/services program administration responsibilities.
4. Knowledge of administrative concepts, common management principles, and practices sufficient to foresee problems and to provide advisory services and make recommendations to improve procedures/processes.
5. Skill in adapting analytical techniques and evaluation criteria to accurately assess information and make sound recommendations and decisions.
6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
