Duties
The incumbent will work with Technologies, Systems and Innovation Division (TSI) management to plan and implement major Wireless Telecommunications Bureau (WTB) automated system projects and initiatives; which involves: (a) developing new methods and approaches for implementing new and revised system requirements; (b) managing reports, checklists, analytic tools and collaboration using automated tools; (d) coordinating technical software development consultation with WTB customers; (e) monitoring TSI/WTB Information System services and processes; and (f) keeping abreast of emerging trends.

Qualifications

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.
Specialized Experience
For the GS-13: You must have one year of specialized experience at the GS-12 grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
GS-(13): For this position, specialized experience includes the following: (1) Developing and analyzing requirements for automated systems utilized for licensing processes and related activities; and identifying opportunities where new technologies can be tested to improve automated processes, (2) Knowledge and experience in data and statistical analysis to manage quality and measure effectiveness,(3) Preparing documentation for system upgrades and new system requirements, user acceptance test plans, data analysis, system analysis and recommendations, user guides and training materials; and communicating with stakeholders, and a variety of individuals within and outside the organization.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
Skill in evaluating licensing programs and requirements, making appropriate recommendations for improvements, and testing the resulting software.
Knowledge and experience in interpreting complex rules and regulations for the purpose of analyzing wireless licensing applications and the development of system requirements.
Knowledge and experience in Agile Scrum methodologies.
Knowledge and experience in data analysis with an emphasis on wireless bureau data structure.
Ability to communicate effectively and analyze problems. Establishes and maintains effective relationships with individuals and groups.
