The Senior Advisor for Oversight is an integral member of the DIAS Front Office and DIAS Senior Management, and reports directly to the Deputy Division Director, DIAS (DDD/DIAS), serving as an expert resource across the full range of oversight activities. Duties

As a Senior Advisor for Oversight, you will perform the following duties: Provides expert advice and guidance to DIAS Senior Management across the full portfolio of oversight functions - pre- to post-award - to ensure alignment with relevant federal cost principles, as well as applicable federal and NSF regulations, policies and procedures. On behalf of NSF, develops effective working relationships with officials of educational, non-profit, commercial, and other government organizations with which NSF does business so as to be able to deal effectively with topics of mutual interest. Performs special projects - directed and self-initiated related to accountability and oversight of NSF investments. Develops data and related metrics, applying appropriate analytic techniques. Analyses are intended to identify best practices and/or recommend solutions to DIAS leadership in areas for which there are no established solutions. Takes initiative to DIAS Senior Management to issues which require attention or changes in operational practices. Serves as senior subject matter expert spanning the full portfolio of oversight functions, advising DIAS Senior Management and cost analysts on complex and politically sensitive issues. In collaboration with DIAS Branch Chiefs, leads eff orts to strengthen integration of pre- and post award oversight functions, as well as integration of these functions with DIAS policy and business system functions. Works with the DIAS Office Heads for Policy and Systems to ensure alignment with applicable federal and NSF regulations and policies as well as with system requirements and procedures. Actively participates in working groups and task forces, providing timely, complete, and quality input; assesses and effectively communicates potential impact of proposed outcomes to affected NSF stakeholders.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the Federal service developing, coordinating, recommending, and advising on matters primarily affecting the pre- and post-award oversight functions. Examples of this experience include: Working knowledge of federal grant guidance and regulations from a technical standpoint; ability to analyze and interpret draft legislation, executive orders, and other government-wide initiatives with potential impacts to NSF operations. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience. This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. For the second hurdle, applicants who pass the first hurdle will be contacted to provide a writing sample based on two pre-determined questions. Applicant responses will be reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. Applicants will have 5 business days to respond to the writing prompts. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration. You will be evaluated for this job based on how well you meet the qualifications above. Ratings will be assigned based on your responses to the occupational questionnaire which will rate the following competencies: Grants Management Laws, Regulations, and Guidelines Project Management Risk Management Technical Credibility Writing For the second hurdle, qualified applicants will be asked to provide written responses to the following prompts within 5 business days of the first notification of moving forward in the hiring process: (Responses to the prompts will be limited to one page or less per prompt.) Describe your experience with laws, regulations, and guidelines related to grants management. How have you provided strategic guidance and interpretation of regulations to stakeholders to enable successful grant execution and minimize legal risks? Describe your experience managing multiple projects simultaneously and prioritizing your time and effort among competing projects. How did your planning, organization, and coordination ensure you met deadlines with quality products? Review your resume and responses carefully. A Human Resources Representative will validate the qualifications of those candidates eligible to be referred to the selecting official. Applicants eligible for selection preference under the Interagency Career Transition Assistance Plan (ICTAP) must meet the agency definition of "well qualified."
