The primary purpose of this position is to perform Utility System Repairs for the medical center. This position is located in the Maintenance and Repair Section of Engineering Service at the Amarillo VA Health Care System, in Amarillo, Texas. A Recruitment/Relocation Incentive may be authorized for a Highly Qualified Individual.

Duties

Installs, Maintains and Repairs Equipment Systems Boiler plant operations, repair and maintenance: Operates boiler plant with capacity of 10,000 to 25,000 pounds of steam per hour. Performs operation and operational maintenance of gas, and fuel oil fired power boilers and auxiliary equipment with manual or automatic controls to produce saturated or superheated steam or high temperature hot water. Lights off, operates, secures, and maintains power boilers and associated auxiliary and pollution control equipment. Operates dampers, induced and forced draft fans, heat exchangers, fuel and air heaters, pumps, fuel pressure, control valves, fuel strainers, relief valves, water softeners, and other similar equipment. Regulates fuel feed and water levels and maintains required steam pressure and temperatures. Performs difficult repairs and maintenance and during shutdown periods in equipment overhaul and preparation of boilers for inspection. Ensures compliance with air pollution laws or regulations. Utilizes electronic, hydraulic, and pneumatic controls, and zone charts in conjunction with meters, gauges, and computer generated data to determine adjustments or corrections necessary for proper boiler operations. Regulates fuel feed and water levels and maintains required steam pressure and temperatures. Starts, adjusts, maintains, and monitors water level, fuel feed, pressure, and other gauges to assure efficient operation. Monitors and tests the operation of power boiler systems in order to identify malfunctions and potential problems with equipment such as automatic controls, valves, piping, pumps, and related components. Performs preventative and scheduled maintenance on plant systems and equipment. Maintains and reworks remote heating boilers and perform major overhauls of the entire system including the repair, replacement, and installation of boiler tubes, refractory linings, electronic and electrical controls, and associated components. Works with complex burner management controls and examine electronic and electro-mechanical controls and support equipment for power boilers using infrared, ultra-violet, and related testing devices. Operates and performs maintenance on emergency electrical generators to meet plant electrical requirements. Works as mechanic responsible for maintenance of the air conditioning plant and all peripheral equipment, including Air Handling Units (AHU's), Fan Coil Units (FCU's), pumps, piping, etc., all Heating and Ventilating Units (HVU's), exhaust fans and all other equipment involved in the air conditioning control room. Controls chemical composition of water in systems, etc. Performs maintenance, makes adjustments and repairs or replacing any component of the central air conditioning system, all HVU's and exhaust fans and associated duct work. Maintains responsibility for maintenance and repair of all package chilled water or air conditioning systems, such as units serving OR, Intensive Care Units, etc., including troubleshooting all aspects of the refrigeration systems, including installation or replacing refrigeration lines and pipes, soldering with soft solder or silver alloy solders; charging systems with gas (volatile) when low, as needed; installing and adjusting electrical and air controls pertinent to air condition and refrigeration equipment. Work Schedule: Compressed schedule consists of 7:00pm-7:-00am Tuesday & Wednesday for week 1; Sunday 7:00pm-3:00am, Monday, Wednesday, Thursday, Friday & Saturday 7:00pm-7:00am for week 2. Position Description Title/PD#: Utility Systems Repairer-Operator - Recruitment/Relocation Incentive Authorized/PD02440A Physical Requirements: Frequently work in confined areas in and around boilers. Requires moderate to strenuous effort and long periods of walking, standing, climbing, bending, and crouching. Frequently lift and carry boiler parts and chemical supplies weighing up to 40 pounds unassisted. Occasionally, and with assistance, carries items weighing over 40 pounds. Working Conditions: Mainly works indoors, but occasionally work outside for short periods of time. Subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil and fumes. Subject to cuts and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam and contact with boilers. Work on catwalks and ladders.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Without more than normal supervision. Knowledge of Equipment Assembly, Installation, Repair Technical Practices (theoretical, precise, artistic) Use of measuring instruments Ability to interpret instructions specifications, etc. (includes blueprinting reading) Ability to use and maintain tools and equipment Knowledge of Materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
