The incumbent serves as a management analyst for the Phoenix Director's Office. The primary purpose of this position is to provide support to the Director and Assistant Directors thorough project management and analysis of regional office initiatives.
Duties
Provides qualitative and quantitative assessments of the wide range of Division operations and regularly appraises the division leadership of initiative status and recommends intervention when appropriate.
Conducts studies of various complex processes, including employee utilization, resource allocation, and delegations of authority. Findings and recommendations are forwarded to the division leadership for consideration.
Serves as a liaison and coordinates and facilitates initiatives requiring inter-team cooperation and action. Recommends solutions on inter-team issues and matters with external factors
Provides support to divisional management on significant issues that include, but are not limited to policies, Division goals and objectives, internal controls, and the preparation of priority reports to the Director, VA Central Office, and Office of Field Operations. Tracks Division progress with respect to goals and facilitates work or program reviews to improve Division results.
Prepares for the division leadership's review and signature: assorted memorandums, letters, division bulletins, and other written communications. Prepares briefing packages and slide presentations for VA guests from regional and central offices as well as congressional staff, Veterans' organizations and all other community representatives and groups.
Reviews new and existing circulars, directives, and other publications to assure that they comply with applicable Division, Regional Office, VBA and VA policies and procedures and advises leadership regarding the impact on Division programs and how to implement new requirements.
Conducts the strategic communications program for the Regional Office with responsibility for developing and providing guidance involving all public affairs information, internal communications, Veterans' service organizations liaison, congressional and community relations activities and is the liaison for Veterans' service organizations, congressional staffs, community groups, professional organizations, etc.
Assists others in preparing, appropriate certificates/awards or letters of appreciation for staff, community individuals and groups who are supportive of mission and programs.
Identifies opportunities to participate in community activities that enhance the public image of the VA, and specifically, the Regional Office.
Notes out-of-line situations and brings them and potential corrective actions to the division leadership attention.
Completes with minimum of supervision, ad hoc assignments as required. These frequently are of a general, unstructured, but priority nature.
Performs other duties as assigned.
Work Schedule: Full time, Monday through Friday 8:00am - 4:30pm

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Your SF-50 reflects when you entered your highest grade (e.g. Promotion, Appointment, WGI.) to verify time-in-grade requirements.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within a VA Regional Office.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
